Job summary

Pauley Construction, LLC seeks a Supervisor Permitting to manage city/county permit processes and coordinate with inspectors, engineers, and subcontractors in Phoenix. You will oversee project documentation, cost tracking, and schedule adherence while supporting senior management on large-scale projects.

The role requires extensive outside plant engineering and strong GIS/map reading skills, with a focus on timely permit submissions and cross-functional collaboration.

Qualifications

  • 7-10 years of outside plant engineering experience.
  • Knowledge of telecommunications industry standards and permitting.
  • Experience with aerial and underground construction methods.
  • Familiarity with permitting processes for state, county and city agencies.
  • Ability to read prints and GIS maps.
  • Strong communication and coordination with inspectors and contractors.
  • Must have valid driver's license and reliable transportation.
  • Ability to meet multiple deadlines and work overtime as needed.

The Supervisor Permitting will be responsible for a variety of tasks and projects as assigned. Typical tasks will range in size and complexity. This position will be assisting the General Manager with various large scale projects and tasks as needed and may potentially take the lead on upcoming projects as assigned by customer or local operations.

What You’ll Do
  • Applying for City & County permits
  • Drafting TCP Requests
  • Determining municipal boundaries by use of county GIS maps
  • Reviewing and understanding job prints
  • Communicating with district inspectors, construction managers and sub-contractors
  • Keeping track of all payment receipts for permits
  • Basic ability to use standard office equipment (printer, fax, computer, scanner)
  • Keep appropriate documentation (time cards, job cost, etc.)
  • Other tasks/duties as assigned by corporate and/or local operations.
  • Program task management (as assigned by Manager).
  • Develop and maintain program file system (physical and electronic)
  • Customer contact to obtain project specific information.
  • Estimate revenue and customer costs based on provided estimating tools and or works with others to develop estimates.
  • Complete project close-out per company standards.
  • Accruals tracked weekly and turned in at the end of every week.
  • Scheduling work and crew make ups with scheduler for internal and external use.
  • Weekly manager and cost per man hour reports to stakeholders.
  • Review invoices from subcontractors to confirm production and accurate accounting.
  • Work with Accounts Receivable and Billing Department to make sure all revenue is accounted for and accurate.
  • Forecasting month and year for each project and program.
  • End of month explanations for variances in the forecast to actuals.
  • Create purchase orders.
  • Design review and estimate take offs.
  • Work with internal support groups (Finance & Accounting, Billing, etc.) to set up projects in accounting system.
  • Utilize and provide to management meaningful and timely reports using key performance indicators to aid in managing the health of the project.
  • Constantly managing and monitoring project progress, risk and the quality of the customer experience
  • Coordinate project level activities which includes but not limited to critical path monitoring/alignment, procurement, resource loading/forecasting/conflict resolution and critical path risk identification/mitigation
  • Proactively identify and resolve potential issues before they become problems
  • Lead efforts to gather all project level status to report on program status to all stakeholders
  • Responsible for tracking change impact and delay impact
  • Forecasting and management of materials to facilitate the scheduled work on time and under budget
  • Oversees the permit management process and designs procedures to best submit and obtain work permits in a timely manner
  • Assists with applications for city & county permits as needed
  • Communicates frequently with city/district inspectors, construction managers and sub-contractors.
  • Tracking payments for permits as needed
  • Assists in determining municipal boundaries by use of county GIS maps
  • Lead a team of in-market engineering personnel consisting of both direct reports and subcontractor resources.
  • Oversee the activities of field engineering personnel who are responsible for planning, designing, and obtaining permits for the new cable routes.
  • Coordinate with drafting and drafting personnel located in remote offices to produce construction drawings to be used to construct the network.
  • Work as part of a multi-faceted team consisting of engineering, construction, project management, and scheduling personnel, all with a common interest of delivering results to the customer
  • Daily engagement with customer’s engineering team and project management staff via emails / phone as well as occasional in-person meetings
  • Perform other engineering related duties to support business needs and as assigned by direct manager.
What You’ll Need
  • General office experience including filing, data entry and the ability to work in various computer software and programs with intermediate levels of skill.
  • Valid Driver’s License
  • Experience working with construction permits and obtaining them.
  • Experience reading prints.
  • Able to meet multiple urgent deadlines in quick and efficient manner.
  • Must be able to effectively communicate with crew.
  • Maintain a positive attitude with team.
  • Maintain good public relations (interact with the public in a courteous manner)
  • Must have reliable transportation
  • Must possess, or obtain upon employment, a valid driver’s license.
  • Must be able to pass a background check and company drug screening.
  • Must be able to attend and pass all company required training as needed.

Education/Experience Requirements
  • 7 - 10 years of outside plant engineering experience
  • Working knowledge of the telecommunications industry standards, practices and regulations pertaining to the engineering of fiber optic outside plant facilities
  • Knowledge of aerial and underground construction methods and engineering requirements
  • General familiarity with permitting requirements for State Department of Transportation as well as other state, county and city permitting agencies
  • Any combination of education and/or experience that demonstrates ability to perform the designated job duties and responsibilities of the position.
Reasoning Ability
  • Ability to make common sense understanding to carry out instructions that are provided in written, oral or drawing. Ability to deal with and understand problems involving different variables in many varied situations. Ability to collect, organize, disseminate and analyze significant amounts of information with attention to detail and accuracy.
Mathematical Skills
  • Ability to calculate figures and amounts (measurements in terms of distance, proportions, percentages and area. Ability to apply concepts of basic mathematics including algebra and geometry.
Language Skills
  • Ability to read, understand and interpret documents such as safety rules and requirements, machine manuals of operation and process procedures. Ability to write information including reports. Ability to speak effectively to customers, vendors and coworkers up through all levels of management and staff as well as the general public.
Software Requirements
  • Must have strong proficiency in Microsoft Office Products (Word, Excel, Powerpoint)
  • Must have general computer knowledge.

Pay Range

The annual wage range for the Supervisor Permitting role is $70,000 - $75,000 depending on experience.
