Job description

This employee supervises and coordinates operations and maintenance work within the Stormwater Management Utility (SMU) division of the Department of Water and directs and supervises staff performing these duties. The employee participates as a senior staff member for the department and provides responsible assistance to department management. Performs related duties as required. (Illustrative only. Not all positions require all KSAs listed, nor do the examples include all KSAs that may be required.)

Knowledge of:
  • Principles and practices of stormwater infrastructure operations and maintenance.
  • Methods and techniques in stormwater operations including construction, repair, and maintenance of stormwater infrastructure.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Principles and practices of relevant department safety regulations.
  • Principles and practices of relevant city and state governing bodies.
Skill to:
  • Operate appropriate computer equipment; use related hardware and software properly.
  • Operate assigned vehicle in the course of duty.
Ability to:
  • Implement and maintain positive employee relations.
  • Promote and maintain the highest integrity among personnel.
  • Identify, analyze, and solve complex problems.
  • Plan complex work processes and procedures for self and others.
  • Balance project funds and complete projects within budget.

Minimum qualifications include a high school diploma or GED, with five years of stormwater or sewer operation and maintenance experience, including at least two years in a supervisory role managing employees performing stormwater or sewer construction and maintenance. An Associate's degree or 18 semester credits in construction, maintenance, engineering, or related fields may substitute for up to two years of experience (excluding supervisory experience).

Other Requirements
  • Valid Driver's License.
  • Possession or ability to obtain a NASSCO Pipeline Assessment Certificate during the probationary period.
Military Education & Experience Evaluation

Military education and experience may be substituted for college coursework and apprenticeship training on a case-by-case basis, based on the ACE Military Guide.

Environmental Conditions

Typically office environment, with frequent outdoor site visits; light travel required.

Physical Conditions

Must maintain physical condition for prolonged sitting, standing, walking; ability to operate a vehicle.
