Supervisor of Special Education

Commonwealth Charter Academy Pennsylvania - Any CCA Family Service Center - Harrisburg, Pennsylvania

Working from one of our Family Service Centers, the Supervisor of Special Education serves as an educational leader and assists other school leadership in the planning, coordination, and directing of activities and programs related to the administration of one or more grade levels or schools. The Supervisor works with teachers, administrators, parents/guardians and related service staff to ensure that students with IEPs receive an appropriate and effective educational program in the least restrictive environment. The Supervisor also collaborates with the general education and special education teams to deliver the best educational program for all students.

Supervisors of Special Education support teaching staff in fostering evidence‑based, inclusive instructional practices through Multi‑Tiered Systems of Support and universal design for learning to meet the needs of all students. The Supervisor leads teachers in daily instruction and supports learning and family engagement through technologies and in‑person visits. Regular consults with learners and families ensure that each child successfully completes their instructional program.

The Supervisor must possess knowledge of effective instructional practices in special education, special education laws and regulations, and provide leadership and support to special education teachers in their specific programs or grade bands. The Supervisor works closely with families to reduce and resolve conflicts, while ensuring compliance with all state and federal laws, school policies, and guidelines. This position reports to a Principal.

Responsibilities
  • Monitor incoming and current student paperwork to ensure compliance with special education processes and timelines.
  • Coordinate the set‑up and delivery of IEP‑mandated direct services to students, whether through direct in‑house teacher support or contracted services with qualified agencies.
  • Oversee the development, tracking, dissemination, and proper implementation of IEP‑mandated accommodations for students with special needs during state testing.
  • Guide the development, tracking, and proper implementation of ESY annually.
  • Build collaborative working relationships with parents to partner in the delivery of special education services to students.
  • Implement standardized processes, forms, and protocols for all special education procedures.
  • Execute procedures for placement, evaluation, assignment, and re‑evaluation of students with regard to the special education service programming.
  • Serve as Local Education Agency (LEA) representative in IEP meetings.
  • Explore and recommend innovative ways of educating and supporting students with special education needs in a virtual environment.
  • Contribute to the development of innovative instructional programs and help teachers pilot such efforts when appropriate.
  • Build and promote a positive culture and capacity among designated teams.
  • Lead professional learning initiatives for all staff relative to school goals and act as a model by engaging in personal professional learning and growth.
  • Drive initiatives in line with school improvement objectives and in collaboration with the School Improvement Team.
  • Provide leadership to the professional staff in determining objectives and identifying school needs as the basis for developing long‑ and short‑range plans for the school.
  • Conduct high‑quality classroom observations and teacher evaluations pursuant to CCA and PDE‑approved guidelines.
  • Proactively conduct regular learner outreach, including digital communication and home visits.
  • Participate in and attend meetings and hearings related to compulsory attendance, student safety, and children and youth services requirements.
  • Support and participate in out‑of‑classroom student experiences, including field trips, clubs, school‑sponsored activities, and other opportunities.
  • Demonstrate a visible commitment to ongoing growth in self and others and participate in district and site professional growth programs.
  • Communicate with students with mutual respect while implementing CCA’s positive and effective discipline policy.
  • Implement with fidelity all federal, state, and school legal requirements, policies, procedures, and guidelines, including those specific to special education earners, EL learners, and learners with disabilities.
  • Engage in learner recruitment efforts, including in‑state trips, presentations, Q & A sessions, and the media.
  • Participate in the recruitment, hiring, and onboarding of new teachers and/or staff.
  • Implement all Board policies as directed by the President/CEO, Executive Vice Presidents, and/or other Senior Administrators.
  • Additional duties as assigned.
Requirements
  • Master’s Degree in Education, Special Education, or related area.
  • Administrative Principal Certification or Supervisor of Special Education Certification.
  • Minimum of 5 years of teaching experience, preferably in a public‑school setting.
  • Excellent communication skills, both oral and written.
  • Customer‑focused approach.

  • Demonstrated ability to work well in a fast‑paced environment.
  • Team player and ability to lead a collaborative culture.
  • Technologically proficient, especially with Microsoft Office products, learning management systems, student information systems, web‑conferencing tools, etc.
  • Working from a CCA Family Service Center on a full‑time and regular basis.
  • Frequent travel.
Work Environment

This job operates in a professional office environment. This is not a work‑from‑home position. The role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Physical Demands

This is largely a sedentary role. It requires the ability to lift, squat, sit, bend, or stand as necessary, and the ability to travel to other sites/locations as needed.

Required Education and Experience

  • Administrative Principal Certification or Supervisor of Special Education Certification.

Preferred Education and Experience
  • Minimum of 2 years’ experience as a school administrator, preferably in a public‑school setting.
  • Minimum of 7 years’ teaching experience, preferably in a public‑school setting.
Additional Eligibility Qualifications
  • Valid PA Driver’s License.
  • Appropriate automobile insurance coverage.
  • Must be able to commute to a Family Service Center regardless of commute complexity.
  • Candidates must reside within the Commonwealth of Pennsylvania.
