Supervises and performs specialized work functions associated with organizing and overseeing code enforcement activities and personnel, providing professional, effective, and efficient public service assistance to the public, enforcing compliance with local, state and federal codes, ordinances, and environmental restrictions.

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Oversees and coordinates Division investigators performing code enforcement activities; reviews and approves timesheets and leave time; schedules, delegates, and directs special assignments; and observes/mentor new employees.
• Review case management: monitors daily activities, assigned cases, performance of duties, and quality of cases handled; organizes and reassigns cases as necessary; and reviews daily activity log and worksheet of assigned personnel.
• Develops, interprets, and/or implements standard operating procedures, policies, and training programs; assists with improving divisional operations; and provides leadership to enhance assigned employees’ professional development.
• Instructs and directs new investigators and other employee regarding proper procedures and protocol of the Division; ensures compliance with guidelines, policies, procedures, and divisional regulations.
• Updates training manuals; prepares, reviews, and administers the Division’s investigator certification exam.
• Researches and enforces compliance with local, state, and federal building, zoning, signs, flood, property maintenance, and various general nuisance ordinances, codes, and regulations.
• Interprets intent and purpose of ordinances and code requirements for contractors, homeowners, engineers, architects, and attorneys.
• Patrols investigators’ assigned areas and/or assists investigators with on-site visits to detect violations and observe investigation techniques; provides technical assistance as needed; and troubleshoots problems cases and violations.
• Investigates and validates complaints of and actual violations to the County’s ordinances, codes, and regulations as assigned; obtains witness and/or complaint statements.
• Reviews blueprints, plats, and various types of maps; ensures structures are constructed to plan.
• Obtains and preserves evidence of violation; determines public and private property sizes; measures violations involving weed height; takes photographs; and documents ordinance violations.
• Prepares and reviews legal documents used in the prosecution of violators and attends hearings to provide testimony; negotiates and drafts stipulated agreements for presentation in the appropriate legal forum; acts as prosecutor for the County and presents code violation cases (or citations) before the Special Magistrate, the Code Enforcement Board or the Contractor Licensing Board for adjudication; prepares legal documents to obtain inspection warrants; assists the investigators in preparing cases for Office of Special Magistrate, Code Enforcement Board and Contractor Licensing Board hearings; and reviews hearing case files and prepared case summaries for Office of Special Magistrate, Code Enforcement Board and Contractor Licensing Board hearings.
• Coordinates day-to-day routine inspection activities; organizes, prioritizes, and delegates workload; monitors status of work in progress; inspects completed work; troubleshoots problem situations; coordinates neighborhood sweeps; reviews case management, monitors daily activities, performance of duties, and quality of cases handled; and reviews and evaluates case workload to organize, reassign cases, and adjust territory boundary's as necessary.
• Informs citizens and business owners of violations and explains problems; prepares, reviews, approves, issues and/or posts warnings, notices of violations and citations for code violations.
• Assists investigators prepare cases for court, Code Board and Contractor Licensing hearings; reviews case files and prepares case summaries for hearings; prepares for, attends, and testifies in Code Enforcement Board and Contractor Licensing hearings, courtroom hearings and judicial proceedings.
• Receives and approves bids on weed and litter violations; reviews all bid cases over $400 and reinvestigates.
• Performs research to determine ownership, location and legal description of the property, zoning requirements, and other concerns and to obtain property deeds; research permits and case information; and reviews information from other county divisions.
• Reviews Site Improvement Plan, Site Development Plan, building permit plans, and Plan Unit Development documents; research amending the Land Development Code; and drafts changes as necessary.
• Responds to questions, complaints, and requests for information/assistance from the public, civic groups, business/property owners, court personnel, contractors, various agencies, employees, officials, supervisors, or other individuals and/or Divisions.
• Reviews applications of prospective Division employees; conducts applicant interviews; and makes hiring and personnel recommendations.
• Establishes and maintains positive public relations; attends community/neighborhood association meetings; and informs and educates governments officials, business owners, and homeowners on violation/code issues and regulations.
• Enters signs, property, and violation photographs or other information into a computer database; retrieves, reviews, or organizes case information using computer database; and verifies accuracy of data; makes corrections as appropriate.
• Inventories supplies and equipment; orders and maintains enough to ensure adequate availability to perform daily tasks; and accounts for equipment issued to subordinates.
• Assists with annual budget preparation and fiscal spending requirements, monitors expenditures for fiscal compliance.
• Documents all activity conducted in assigned position; peruses documents processed by assigned employees to ensure accuracy.

ADDITIONAL FUNCTIONS

• Schedules all routine maintenance for Divisional motor vehicles.
• Works with Collier County Sheriff’s Office on properties that may have criminal activities.
• Works assigned weekend and holiday shifts as needed.
• Works with other departments to assist other disciplines.
• Performs other related duties as required.

QUALIFICATIONS

• Associate degree required.
• Five (5) years of related experience.
• Candidates without a degree should possess two (2) additional years of related experience.
• Fingerprinting required.

• Salary offers above the minimum pay grade may be considered based on qualifications.
• Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
