Job description

Position Summary

The FQHC Financial Coordinator Supervisor acts as a role model and resource for financial counseling staff, leading activities of the financial counseling service team. The supervisor serves as a technical expert for staff and patients, ensuring effective operations through organization, scheduling, and monitoring department workload. They monitor quality and productivity metrics, coordinate training, and maintain exemplary customer service in line with AtlantiCare Mission, Vision, and Values.

This role maintains a liaison relationship with the FQHC Revenue Cycle department to ensure ongoing performance improvement, regulatory compliance, and achievement of best practice targets. The supervisor directly oversees Financial Coordinators for the health center, with all coordinators reporting to this role.

The supervisor demonstrates expert knowledge of the Sliding Fee Discount Program, NJ Uncompensated Care (LOA), and Ryan White program requirements, ensuring accurate eligibility determinations and discount applications. They document and audit determinations, guide staff for consistency and compliance.

They oversee NJ Get Covered (Health Insurance Marketplace) enrollment activities, ensuring patients are screened, educated, and enrolled timely. They also manage NJ Medicaid Presumptive Eligibility processes, ensuring accurate screenings, compliance, and follow‑up for full Medicaid applications.

The supervisor leads core financial coordination functions: patient registration, billing inquiries, payment arrangements, maintaining accurate financial records, and collecting co‑payments and deductibles. They maintain strong knowledge of front‑end revenue cycle operations and collaborate with CSR staff, Patient Access staff, and ancillary departments to ensure consistency and a positive patient experience.

Applicants must be familiar with state and federal programs, include LOA, Medicare, Medicaid, commercial payers, billing methodologies, insurance terminology, HIPAA compliance, verifying diagnosis codes, conducting medical necessity checks, and estimating costs for uninsured and underinsured patients.

They assist and lead daily operations, supervise audits with financial coordinators, prepare monthly reporting on NJ Get Covered activities and SAGE system utilization, and serve as the point of contact for financial assistance queries, gathering and documenting all relevant information.

The supervisor provides ongoing feedback to the Grant Director/Practice Supervisor regarding workflow gaps and staffing needs, passes annual marketplace recertification, maintains 80% or above LOA audit accuracy, passes necessary competencies, maintains certifications, and supports the department’s KPIs and performance initiatives.

They coach, mentor, train and provide corrective action to Financial Coordinators, lead performance improvement initiatives, and must be proficient as a preceptor in at least two areas of Financial Counseling.

They must meet performance ratings, maintain certifications, and contribute to high-quality customer service and teamwork.

Qualifications
  • Education: High School diploma required; Associate degree preferred.
  • Licenses/Certifications: Health Care Financial System required within one year; Certified Application Counselor (CAC) through NJ Get Covered within six months; New Jersey Presumptive Eligibility (NJ PE) certification within six months.
  • Experience: Minimum 3 years in healthcare registration, financial counseling, insurance enrollment, eligibility assistance, or relevant customer service. Prior experience with Medicaid, NJ FamilyCare, Marketplace/NJ Get Covered enrollment, presumptive eligibility, sliding fee discount programs, charity care, and third‑party payer verification processes.
  • Skills: Proficiency with registration processes, data entry, communication, organization, analysis, professionalism, and bilingual preferred.

Work Environment

Potential exposure to hazards of a hospital environment, including infectious disease, hazardous substances, and injury. Requires reaching, stooping, kneeling, and crouching approximately 25% of the workday, frequent lifting 25–30 pounds and occasional lifting 50–100 pounds with assistance, pushing and pulling computers up to 100% of the day in certain areas. Fast‑paced high‑volume environment.
