THE SUPERVISING PLANS EXAMINER RECRUITMENT WILL BE CLOSED EFFECTIVE MIDNIGHT, OCTOBER 4, 2026.

THE POSITION

Supervising Plans Examiner is the first-line supervisory level in the plans examiner series. Incumbents supervise staff engaged in the enforcement of pertinent codes, ordinances, and regulations related to fire, life and health safety requirements, accessibility standards, and structural elements of construction for public or private building projects permitted within the City of Fresno.

Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two (2) years at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.

THE REQUIREMENTS

These are entrance requirements to the competitive examination and do not assure a place on the eligible list. Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify.

TO QUALIFY

• Four (4) years experience equivalent to that gained as a Plans Examiner III with the City of Fresno.
• OR
• Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Architecture, Construction Management or a related field;
• AND
• two (2) years of progressively responsible lead experience which includes assigning, reviewing and coordinating work of subordinate staff, in one or more of the following areas: architecture, engineering, construction, code enforcement, permit or plan review, inspection or a related field.

Additional qualifying experience may be substituted for the required education on a year for year basis.

This position requires the possession of a valid driver's license. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

ADDITIONAL REQUIREMENTS

Incumbents must acquire certification from a nationally recognized agency as a "Building Inspector," or "Plans Examiner" during the first two years of employment and maintain the required certificate for the entire term of employment in this job classification. SELECTION PROCESS

The examination process may consist of the following:

• Application Review - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will based upon those applications demonstrating the greatest breadth and depth of applicable training, experience, and education. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.
• Oral Examination - (100%): A panel of subject matter experts will conduct a job-related oral examination to assess a candidate's suitability for this position.

The Oral Examination is tentatively scheduled for the week of August 17, 2026.

Candidates must achieve a passing score to qualify for the eligible list.

VETERAN PREFERENCE REGULATIONS

Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, incl. City employees, must resubmit proof honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
