Job summary

The City of Fresno is seeking a Community Revitalization Specialist to perform office and field work enforcing codes, assisting with neighborhood relations, and inspecting housing and commercial properties for compliance.

Under supervision, you will gather evidence, issue notices, coordinate with police and other agencies, and support community outreach. A CACEO certification and CACEO training are desirable; a valid California driver's license is required.

Qualifications

• Completion of sixty (60) college units from an accredited college or university.
• Two (2) years of experience interpreting and applying Federal, State, or local codes and regulations with one (1) year in a public agency.
• A copy of degree transcripts must be uploaded and included in your online application for verification.
• Possession of a valid California Driver's License during the entire term of employment.
• CACEO certificate is desirable.

Responsibilities

• Conducts field inspections/investigations regarding housing, code and environmental health programs; may be assigned to a specialty team or program.
• Applies and conveys information, policies, procedures, rules, regulations and ordinances to the public.
• Meets with residents and property owners and encourages compliance within established codes; provides relevant resource information.
• Participates in the inspection of residential and commercial properties for compliance within applicable codes.
• Issues notices and citations for violations of City, State and applicable codes.
• Carries a police radio and coordinates with the Police Department and other agencies when serving inspection and abatement warrants.
• Gathers meaningful evidence, contacts responsible persons, and prepares and/or composes letters regarding noncompliance issues.
• Performs follow-up inspections/investigations to determine if remedial action has been taken or if subsequent action needs to be taken.
• Consults with property owners and tradespersons on methods of repair.
• Appears as an expert witness during administrative, and court hearings.
• Compiles and prepares reports and documentation on activities; maintains records.
• May attend community functions and events and participate in community outreach programs.
• 3-week CACEO certification training will be completed after hire.

THE POSITION

Under supervision, performs office and fieldwork related to the development of positive neighborhood relations and interactions through a variety of community-building tools, inspection and enforcement of applicable codes and ordinances, and may be assigned to a specific program activity. Enforce regulations, ordinances and laws, work with vacant and blighted homes and commercial businesses, zoning enforcement, public nuisance.

Duties may include but are not limited to the following:

Upon hire the employee will undergo a 3-week module training course to obtain certification to become a certified Code Enforcement Officer through the California Association of Code Enforcement Officers (CACEO).

Multiple vacancies currently exist with the City of Fresno. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

THE REQUIREMENTS

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.

Completion of sixty (60) college units from an accredited college or university.

AND

Two (2) years of experience interpreting and applying Federal, State, or local codes and regulations closely related to public nuisance, zoning, substandard housing violations and/or building inspections/permits and/or housing/commercial compliance standards, which includes one (1) year of experience working with a public agency.

Additional qualifying experience may be substituted for the required education on a year-for-year basis, with thirty (30) semester units equaling one (1) year of experience.

A copy of degree or college transcripts must be uploaded and included in your on-line application for verification. Applicants lacking the documentation may be rejected if relying upon education to meet the Minimum Requirements.

Possession of a valid California Driver's License is required during the entire term of employment as a Community Revitalization Specialist. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

Possession of a California Association of Code Enforcement Officer (CACEO) certificate is desirable.

The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

THE EXAMINATION PROCESS

The examination process may consist of the following:

Online Examination: 100%: A job-related written examination may be administered which may test a candidate's interpersonal relations and customer service skills, computer software usage, record keeping, English usage and grammar, reading comprehension, math, safety, and report writing.

The online examination has been tentatively scheduled for the week of: October 19, 2026.
