Job description

The City of Berkeley invites you to apply for the position of Supervising Civil Engineer in the Public Works Department!

The current vacancy will be assigned to the City’s Facilities Engineering Program, supporting the planning, design, construction, renovation, and rehabilitation of City-owned buildings and facilities. The City's diverse portfolio of public facilities includes buildings and infrastructure that support essential municipal services, public safety, recreation, and community operations. The successful delivery of these projects requires experience in vertical construction and building development, along with a comprehensive understanding of the multidisciplinary nature of facilities projects, including architecture, structural, civil, mechanical, electrical, and plumbing (MEP) engineering. Equally important is the ability to manage project funding, coordinate multiple funding sources, and ensure that capital improvements are delivered in accordance with budgetary, regulatory, and funding requirements.

Reporting directly to the Manager of Engineering/City Engineer, this position will play a key leadership role in delivering the City's facilities capital improvement projects. The role will be fast paced, technically challenging, and critical to ensuring that City facilities remain safe, functional, accessible, and resilient. The position will:

  • Lead multidisciplinary technical reviews of facility improvement projects, ensuring architectural and engineering plans, specifications, and cost estimates are accurate, coordinated, code-compliant, and constructible before projects proceed to bidding.
  • Provide hands-on supervision and technical leadership to engineering staff and consultants, guiding design decisions and resolving complex issues involving architectural, structural, civil, mechanical, electrical, and plumbing systems.
  • Oversee complex vertical construction and facility rehabilitation projects, managing design and construction contracts while balancing scope, budget, schedule, quality, and operational constraints.
  • Manage and coordinate project funding and budgets, including overseeing multiple funding sources, tracking expenditures and commitments, coordinating with Finance, City departments, and external funding agencies, and ensuring project scopes, schedules, and deliverables align with available funding, applicable requirements, and established deadlines.
  • Ensure effective coordination among design disciplines, identifying and resolving conflicts between building systems, structural components, site improvements, and architectural requirements throughout design and construction.
  • Coordinate across City departments, regulatory agencies, consultants, contractors, and other stakeholders to address project requirements, facilitate permitting and approvals, resolve technical and administrative challenges, and keep projects moving forward.
  • Support capital planning and facility assessments, helping identify, prioritize, and implement improvements that address building conditions, life safety, accessibility, regulatory compliance, and long-term operational needs.
