Qualifications

• J.D. from an accredited law school and active license in at least one U.S. jurisdiction.
• Minimum of three years of immigration law experience.
• Experience with legal case management systems preferred.

Responsibilities

• Supervises staff attorneys, paralegals, DOJ Accredited Representatives, and legal assistants with coaching and performance feedback.
• Represents clients before USCIS, EOIR, DOS, ICE and other federal agencies with ethical advocacy.
• Conducts comprehensive legal consultations and case assessments.
• Mentors and supports attorneys, paralegales, and volunteers to ensure quality and compliance.
• Oversees program operations, training, and implementation of best practices with the Managing Attorney.
• Tracks case statistics and maintains accurate reporting for funding and evaluation.
• Participates in community outreach and Know Your Rights presentations.

Catholic Charities of Baltimore is currently seeking a Supervising Attorney who will provide day-to-day management of discrete aspects of the ILS Program including case selection, case management oversight, and assistance with grant writing and reporting, and supervising staff. The Supervising Attorney will also represent clients before local, state, and federal administrative offices such as the U.S. Citizenship and Immigration Services (USCIS); Executive Office for Immigration Review, Baltimore Immigration Court (EOIR); and the U.S. Department of State (DOS).

The work schedul is Monday - Friday 9:00 AM - 4:30 PM

The Esperanza Center is a comprehensive immigrant resource center that offers hope and essential services to people who are new to the United States. Immigrants from all over the world have received important resources and compassionate guidance at the Esperanza Center since 1963. Our dedicated staff and volunteers provide services and referrals, ESL education, health care, and free or low-cost immigration legal services to thousands of immigrants each year.

Job Duties & Responsibilities

• Supervises staff attorneys, paralegals, DOJ Accredited Representatives, and legal administrative assistants, providing regular coaching, performance feedback, workload oversight, and accountability to ensure high-quality legal services and staff development.
• Provides legal representation on a limited caseload of immigration matters before USCIS, EOIR, DOS, ICE, the Board of Immigration Appeals, and other federal agencies, ensuring competent, ethical, and timely advocacy for low-income immigrant clients.
• Conducts comprehensive legal consultations and case assessments, identifying appropriate legal strategies, managing client expectations, and ensuring accurate case evaluation and documentation.
• Provides legal guidance, mentorship, and technical support to attorneys, DOJ Accredited Representatives, paralegals, administrative staff, pro bono attorneys, volunteers, and interns to promote consistency, quality, and compliance in casework.
• Partners with the Managing Attorney and other Supervising Attorneys to oversee program operations, strategy, and performance, including case management oversight, process improvement, staff training, and implementation of best practices.
• Monitors legal services and case outcomes, ensuring compliance with legal, ethical, funding, and agency requirements while maintaining high standards of client service.
• Plans and participates in community outreach, legal education, and Know Your Rights presentations, expanding community awareness and access to immigration legal services.
• Represents Catholic Charities at community, professional, and stakeholder meetings, fostering collaborative partnerships and advancing program goals and visibility.
• Maintains strong relationships with funders, community partners, and stakeholders, responding to requests in a timely manner and supporting program accountability and sustainability.
• Tracks case statistics, outcomes, and success stories, ensuring accurate data collection, reporting, and communication to support program evaluation, funding requirements, and organizational goals.
• Maintains program records and prepares reports, ensuring information is accurate, complete, timely, and available for management decision-making and compliance purposes.
• Assists with grant proposals and reporting activities, providing accurate program data, narrative content, and outcome information to support funding and program sustainability.
• Ensures services, policies, and procedures align with program and agency standards, communicating expectations to staff and monitoring compliance with established requirements.
• Responsible for managing and directing the work of others, including, but not limited to, conducting performance reviews, ensuring accountability and effective team performance.
• Performs other duties as assigned.

Education & Experience Requirements

• Juris Doctor (J.D.) degree from an accredited law school and active license to practice law in at least one U.S. state, territory, or federal district court required.
• Three (3) years of immigration law experience with demonstrated knowledge of immigration laws, procedures, and legal advocacy required.
• Experience with legal case management systems (e.g., LawLogix, INSZoom, or similar) preferred, with responsibility for maintaining accurate client records, documentation, and case-related data.

• Requires proficiency in using computer systems and software to perform job function, including but not limited to, basic Windows PC, web browsing (i.e., Chrome, Internet Explorer, etc.), and Microsoft Outlook. Knowledge of other Microsoft Office applications, such as Word, Excel PowerPoint, Teams, and OneDrive is preferred.
