Job summary

Toledo Refining Company is seeking a Superintendent, Inspection to lead a team of inspectors and inspection contractors, directing fixed equipment mechanical integrity programs and evaluating equipment fitness. You will provide technical leadership for RBI and turnaround planning, and drive reliability through priority setting and robust inspection methods.

The role requires extensive knowledge of NBIC, API codes, ASME-PCC2 and OSHA PSM, with oversight of QA/QC, code repairs, and welding

Qualifications

  • Highschool diploma or GED.
  • 10+ years in refinery, petrochemical, chemical manufacturing, or related mechanical integrity work.
  • 5+ years direct fixed equipment, piping, tank inspection or mechanical integrity experience.
  • Current API 510, API 570, or API 653 certification.
  • Knowledge of NBIC, API-571/580/579, and ASME-PCC2.
  • Knowledge of OSHA Process Safety Management and Mechanical Integrity.
  • Strong communication and leadership skills.

  • Lead inspections during major and minor turnarounds.
  • Direct plant-wide corrosion control and monitoring programs.

Job description

Superintendent, Inspection

Provide leadership and direction toward fixed equipment mechanical integrity excellence for the Toledo Refining Company. Manage and direct a staff of approximately 8 company Inspectors and inspection contractors to ensure industry-leading best practices are implemented for fixed equipment inspection and mechanical integrity. Provide technical leadership in solving complex problems involving refinery equipment fitness assessments and integrity assurance.

Principle Responsibilities:
  • Responsible for the HSE performance of all inspection personnel including contractors.
  • Ensure refinery compliance with Federal, State and local laws and codes as they apply to mechanical integrity, such as NBIC, Ohio State Pressure Vessel Code, and API codes and recommended practices.
  • Contribute leadership toward the refinery implementation of personal and process safety best practices.
  • Oversee Risk Based Inspection (RBI) and Inspection Work Request (IWR) process to ensure potential deficiencies are effectively identified and corrected to avoid loss of containment events.
  • Ensure the mechanical integrity of the refinery including piping, pressure vessels, tanks, boilers, fired heaters, and relief devices.
  • Provide leadership and advice to all levels of refinery management in regards to equipment inspection priorities, best practices, and deficiency repair priorities.
  • Oversee robust special emphasis inspection programs such as: positive material identification, equipment deficiency management, corrosion under insulation, dead legs, high temperature hydrogen attack, and sulfidation corrosion.
  • Ensure technically sound repair methods are followed, including QA/QC requirements.
  • Supervise, mentor, and develop inspectors to ensure a high level of technical competence, including oversight of code training and qualifications.
  • Ensure inspectors follow RBI methodology to optimize on-stream and shutdown inspections to ensure safe and reliable operation of fixed equipment and piping.
  • Lead Inspection activities during major and minor Turnarounds.
  • Direct a plant wide corrosion control and monitoring system to extend equipment operating life.
  • Provide site leadership in the interpretation of fixed equipment mechanical integrity codes, standards, regulations, etc.
  • Coordinate ASME code quality control program, code repairs, weld methods, and new vessel fabrication.
  • Identify reliability improvement opportunities via failure analysis, root cause analysis, and equipment history review; implement initiatives to ensure continual improvement of equipment integrity and a relentless pursuit of reliability.
  • Lead the evaluation and deployment of emerging inspection technologies - including advanced NDT, robotics, and digital integrity tools - to solve complex refining challenges and optimize asset reliability.
  • Develop inspection programs and procedures which will ensure equipment reliability and regulatory code compliance.
  • Maintain communication with state, county city and other regulatory agencies to assure legal compliance of pressure vessel operations.
Job Qualifications:
  • Highschool diploma or GED
  • Minimum 10 years of experience in refinery, petrochemical, chemical manufacturing, or other process industries supporting mechanical integrity inspection and reliability.
  • Minimum 5 years of direct fixed equipment, piping, tank inspection, or mechanical integrity experience.
  • Current API 510, API 570, or API 653 certification required
  • Knowledge of NBIC, , API-571, API-580, API-579, and ASME-PCC2.
  • Knowledge of OSHA Process Safety Management, and expertise in Mechanical Integrity.
  • Demonstrated experience coordinating inspection activities, contactors, turnarounds, or mechanical integrity programs.
  • Non-destructive equipment examination (NDE) certification preferred.
  • Certified Welding Inspector (CWI) certification preferred.
  • The successful candidate will have outstanding communication, leadership, interpersonal and inter-departmental teamwork skills.
