About Our Client

Our client is an established general contractor specializing in commercial construction, renovation, and multi-trade projects for federal government agencies throughout the Mid-Atlantic region. Their expertise includes general contracting, mechanical, electrical, architectural, and design-build construction services.

Due to the nature of many federal contracts, Construction Superintendents are frequently expected to serve in a "Triple Hat" capacity, performing the responsibilities of Construction Superintendent, Construction Quality Control Manager (CQCM), and Site Safety and Health Officer (SSHO). While some projects require these positions to be staffed separately on a full-time basis, all Superintendents are trained and qualified to perform each role when project requirements dictate.

Position Overview

Our client is seeking an experienced Construction Superintendent with a strong background in federal construction projects. This individual will oversee all on-site construction operations, direct field personnel and subcontractors, and ensure projects are completed safely, on schedule, within budget, and in accordance with contract specifications and quality standards.

The Superintendent works closely with the Project Manager beginning at project award to develop plans for scheduling, labor, equipment, materials, quality control, and job site safety. The role also includes conducting pre-construction site visits, monitoring project progress, resolving field issues, maintaining project documentation, and overseeing project closeout activities.

In addition, this position is responsible for training field personnel in construction techniques, equipment operation, company procedures, and safety requirements.

Construction Quality Control Manager (CQCM) Responsibilities (When Assigned)

When serving in the CQCM role, responsibilities include:

• Managing and executing all assigned quality control activities.
• Performing and documenting the three phases of Construction Quality Control (Preparatory, Initial, and Follow-Up inspections).
• Coordinating with project management, field supervision, subcontractors, and government representatives to ensure compliance with contract requirements.
• Maintaining all required quality control documentation and records.
• Ensuring work meets all contract specifications and federal quality standards.
• This position may be performed concurrently with Superintendent responsibilities.

Site Safety and Health Officer (SSHO) Responsibilities (When Assigned)

When designated as the Site Safety and Health Officer, responsibilities include:

• Managing all project safety and health activities from project mobilization through final completion.
• Enforcing site-specific safety plans and OSHA compliance.
• Conducting safety inspections, meetings, and training.
• Identifying and correcting unsafe conditions and work practices.
• Maintaining required safety documentation and reporting.
• This role may also be performed in conjunction with Superintendent responsibilities.

Key Responsibilities

• Direct and supervise all on-site construction activities.
• Lead field personnel and subcontractors to deliver projects safely, on time, within budget, and in accordance with contract documents.
• Develop, maintain, and update project schedules while identifying and resolving construction challenges.
• Procure materials and coordinate required inspections throughout the project lifecycle.
• Interpret construction drawings, specifications, and contract requirements.
• Build and maintain positive working relationships with clients, subcontractors, vendors, inspectors, and internal project teams.
• Prepare project punch lists and oversee completion of all closeout activities.
• Promote a culture of safety and immediately address hazardous job site conditions.
• Ensure compliance with company safety policies, OSHA regulations, and federal contract requirements.
• Maintain an organized, efficient, and professional job site and field office.
• Coordinate daily activities with subcontractors and monitor production progress.
• Ensure project reports, daily logs, inspections, and required documentation are completed accurately and submitted on time.
• Schedule and coordinate labor, subcontractors, equipment, and material deliveries.
• Evaluate workforce productivity and resolve field production issues.
• Recommend process improvements to increase efficiency and project performance.
• Collaborate with project managers, engineers, quality control personnel, and technical staff.
• Conduct and participate in regular job site safety meetings and project coordination meetings.

Qualifications

Required Experience

• Minimum of 10 years of successful experience managing federal construction projects.
• Demonstrated experience overseeing multiple construction projects simultaneously.
• Extensive knowledge of commercial construction methods, building systems, and all major construction trades.
• Thorough understanding of Construction Quality Control Management (CQCM) and Site Safety and Health Officer (SSHO) requirements.
• Strong computer proficiency, including construction documentation and reporting.
• Excellent verbal and written communication skills with clients, subcontractors, project teams, and government representatives.
• Ability to prepare reports, maintain project records, and manage project correspondence.

Preferred Certifications

• OSHA 30-Hour Construction Safety Certification
• Construction Quality Management (CQM/CQCM) Certification
• First Aid and CPR Certification
• Active or previous Department of Defense (DoD) Security Clearance is a plus.
