Job description

JOB OVERVIEW

Provide services and support as a Subsurface Risk Specialist within Independent Engineering (IE) Advisory Services focused on technical due diligence for upstream oil & gas projects supporting the U.S. Department of Energy (DOE) Energy Dominance Financing (EDF) Program. This role is based remotely across the United States with occasional on‑site meetings. The position falls under the GSA Labor Category: Senior Consultant.

RESPONSIBILITIES AND DUTIES
  • Conduct independent engineering advisory support for EDF program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Review project documentation and evaluate technical and commercial interfaces.
  • Identify risks and develop mitigation plans, validate assumptions, and support conditions precedent and disbursement readiness reviews.
  • Prepare defensible work products including subsurface risk registers, resource validation, basin analysis, uncertainty ranges, and development risk summaries.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision‑making.
QUALIFICATIONS

10+ years of relevant consulting experience in engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory, with demonstrated work on oil and gas, power, utilities, or large‑scale infrastructure projects for owners, lenders, independent engineers, or federal clients.

EDUCATION / EXPERIENCE REQUIREMENTS

Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field. Professional engineering, PMP, CSP, API, NACE/AMPP, PMI, or other discipline‑specific credentials are preferred.

SKILLS AND COMPETENCIES
  • Independent engineering review and risk assessment.
  • Expertise in geological, reservoir, geophysical, resource, and development uncertainty.
  • Data‑room review, information‑request tracking, and report writing.
  • Excel‑based analysis and stakeholder coordination.
  • Strong analytical rigor, client‑service orientation, and schedule discipline.
ANCILLARY DETAILS

May participate in data‑room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of independent engineer reports for DOE, LPO, and program governance stakeholders.

OTHER REQUIREMENTS
  • Advanced proficiency with Microsoft Office (Excel, Access, Outlook, PowerPoint, Word) and Adobe Acrobat; experience with data‑analytics tools and Visio is desirable.
