Job summary

ICF is seeking a Department Manager, Substation Physical Engineering to lead and grow our substation engineering practice nationwide. You will guide a multidisciplinary team, drive technical excellence, and oversee performance, budgeting, and client engagement.

The ideal candidate brings deep substation design knowledge, leadership experience, and a track record of delivering projects from planning through commissioning.

Qualifications

• B.S. in Electrical Engineering, Power Engineering, or related engineering discipline.
• Professional Engineer (PE) license.
• 12+ years of experience in substation engineering, design, analysis, or related power delivery services.
• 12+ years of experience with electric utilities, EPC firms, or engineering consulting organizations.
• Experience managing multidisciplinary engineering teams.
• Demonstrated experience managing project portfolios, resource planning, and financial performance.
• Experience leading projects from distribution substations through transmission voltages up to 765kV.
• Ability to travel for client presentations, field visits, and industry conferences.

Responsibilities

• Lead, mentor, and develop a team of substation engineers, designers, and specialists; set performance expectations and drive continuous improvement.
• Manage staffing, recruiting, workload forecasting, and resource allocation to ensure project success and objectives.
• Oversee delivery of substation projects safely, on schedule, within budget, and to quality standards.
• Provide technical leadership for complex projects; guide staff and client in best practices and innovation.
• Establish and improve engineering standards, QA/QC, design procedures, and workflows for excellence.
• Own department performance including utilization, backlog, staffing forecasts, revenue targets, and profitability.
• Collaborate with project managers and leaders to monitor performance, manage risks, and address schedule/quality issues.
• Develop strong client relationships and support pursuits, scope definition, proposals, and negotiations.
