Job summary

Precise Systems seeks a Subcontracts Specialist to support Prime Contracts with subcontractor activity of moderate value and complexity. The role involves interfacing with program management, contracts, and customers, and negotiating pricing and terms with subcontractors.

The position supports RFP creation, bid analysis, and subcontract administration in a hybrid work model. U.S. Citizenship is required; travel may be needed to meet customer requirements.

Qualifications

• BA/BS with 4+ years of relevant progressive experience, or MS with 6+ years.
• 4+ years of subcontract or contract administration experience.
• Familiar with FAR, DFARS, and government acquisition process.
• Strong written, oral, and interpersonal communication skills.
• Proficiency with MS Office and Adobe.
• Ability to multi-task and meet tight deadlines.
• Motivated self-starter who can work with minimal oversight.
• Attention to detail, problem solving, and time management.

Responsibilities

• Primary interface between subcontractors and Precise for contract issues.
• Coordinate with Program Management, Contracts, Project Finance, Accounting, BD and customers.
• Attend and represent Subcontracts at program meetings.
• Create moderate complexity RFP solicitations per government and company requirements.
• Evaluate subcontractor proposals and conduct price/cost analyses.
• Participate in negotiations of pricing and terms with subcontractors.
• Issue and administer various subcontracts including flow-down clauses.
• Maintain subcontractor files for audits per best practices.
• Identify and resolve moderate issues on subcontracts.
• Perform subcontract close-out activities.
• Negotiate non-disclosure agreements.
• Support Precise proposal activity of moderate complexity and value.

Duties:

• Acts as primary interface between subcontractors and Precise for all contractual related issues
• Interfaces with Program Management, Contracts, Project Finance, Accounting, Business Development and Precise Customers
• Attend and serve as a Subcontract representative at program and project meetings.
• Creation of moderate complexity RFP solicitations in accordance with Government and Precise requirements.
• Evaluation of subcontractor proposals
• Conducts price and cost analyses
• Participates and sometime leads negotiation of pricing and terms and conditions with subcontractors
• Issues and administers subcontracts of various types including identification and inclusion of flow down requirements from the Prime Contract.
• Maintain and update subcontractor file documentation for internal and external audits by applying Precise best practices, policies, and procedures.
• Identifies and resolves moderate issues and problems on assigned subcontracts
• Performs subcontract close-out activities.
• Negotiation of non-disclosure agreements
• Supports Precise proposal activity of moderate complexity and value Required Education:
• BA/BS w/ 4+ years of relevant progressive experience or MS w/ 6+ years of prior relevant progressive experience.
• Additional years of relevant experience may be substituted in lieu of degree BS/BA or MS or additional years of equivalent work experience
• 4+ years of subcontract or contract administration experience
• Working knowledge and experience working with the FAR, DFARS, and government acquisition process
• Strong interpersonal, oral, and written communication skills
• Proficiency with MS Office and Adobe
• Ability to multi-task and complete work assignments with tight deadlines
• Motivated self-starter who can work with minimal oversight and as part of a team in a dynamic environment
• Attention to detail, problem-solving, and strong time management skills.
• Desired Experience:
• Experience with the materials module of Deltek Costpoint
• Experience with Coupa or other similar e-procurement systems (Jaggaer, iValua, etc.)
• Experience working procurements cradle to grave
