Navarro Research and Engineering is recruiting a Subcontractor Site Representative for the Knolls Laboratory in West Milton, NY. This role requires a DOE or DOD clearance and focuses on managing subcontracts from conception to closeout on a complex site.

The candidate will oversee safety, quality, and compliance, acting as primary liaison with the project manager and subcontractors to ensure successful contract execution. US citizenship is required for government work.

Responsibilities

• Manage construction and site service subcontracts from conception to closeout.
• Oversee performance, compliance, quality, and safety in line with OSHA and site requirements.
• Serve as primary contact for the contractor's project manager and build a working relationship.
• Review and approve Material Disposition Lists (waste) for upcoming projects.
• Ensure subcontractor adherence to policies and flow-down requirements.

The STR is responsible for the management of construction, maintenance, or site services subcontracts from conception to closeout for the Knolls Laboratory. This individual will implement construction, maintenance, or site services subcontract management in accordance with established Construction Management policies and procedures. The STR will oversee and monitor performance, compliance, quality, and safety in accordance with OSHA and site-specific requirements. STR actions ensure subcontractor adherence to the subcontract, assists in preventing subcontractor failure, reduce project related misdirection, prevents multiple lines of communication, provides appropriate guidance to preclude subcontractor rework and reduces compliance risk. As the primary point of contact for the contractor's project manager, the STR will develop a working relationship with the project manager and their team to support successful execution of the contract. Desired Knowledge, Skills, and Abilities

The ability to be self-directed with minimal supervision while overseeing contractor activities. Expert knowledge of subcontract policies and procedures and the manner in which these policies and procedures are flowed down by an Owner or Contractor to Subcontractors and Subcontractor sub-tiers. Review of multi-disciplined procedures and contractor submitted plans. Some other essential duties may include: provide oversight for environmental, safety, and health protocols.

Provide input to Project Execution Plans. Respond to unplanned events or unforeseen conditions. Document Subcontractor's performance. Field construction experience.
