Job summary

NOOTER is seeking a Subcontract Specialist in Houston, TX to manage the commercial and contractual aspects of subcontracts across the project lifecycle. You will administer subcontracts, purchase orders, and change orders, coordinating reviews to ensure adherence to DOA and company policies while supporting accounting and project controls.

Qualifications

• Bachelor's degree in Business, Construction Management, Supply Chain, Contract Administration, or related field preferred.
• 3-5 years of construction, industrial, EPC, procurement, contracts, or subcontract administration experience.
• Experience administering subcontract agreements for industrial projects (power, refinery, petrochemical, manufacturing, or heavy construction).
• Experience with electronic document management and workflow approvals.
• Proficiency with ERP systems such as Viewpoint, SAP, Oracle, JD Edwards.
• Strong MS Office skills, particularly Excel and Word.
• Knowledge of lien laws, change management, claims administration, and subcontractor compliance.

Responsibilities

• Prepare and administer subcontracts, purchase orders, and change orders.
• Coordinate reviews and approvals to ensure compliance with company policies and DOA.
• Track subcontract obligations and monitor compliance with project budgets.
• Resolve commercial issues and maintain contract documentation throughout the lifecycle.
• Review invoices with Accounting and Project Controls to ensure alignment with budgets.
• Oversee insurance, safety, certified payroll, and lien waiver requirements.
• Coordinate subcontract closeout and ensure all deliverables are received before final payment.
