SPECIAL INSTRUCTIONS SUMMARY

Work Schedule: District employees can apply for the Flexible/Hybrid Work Program, working a hybrid schedule of remote work and in-person each week. Travel to associated NOCE Centers occur several times a month.

This is a classified position subject to a one-year probationary period. Initial salary placement will be determined by the Office of Human Resources in accordance with Board Policy and is not negotiable. North Orange Continuing Education ( NOCE ) has been serving the community since 1973 with free, noncredit educational programs and services to empower our community. Students enroll in NOCE’s noncredit programs to enhance basic skills, gain employable skills, prepare for credit courses, for self-sufficiency or to enhance civic participation. Noncredit programs offered at NOCE include adult basic skills (High School Diploma and Literacy Programs), English as a Second Language ( ESL ), U.S. citizenship, parenting, older adults, short-term vocational, and programs for adults with disabilities.

In addition, NOCE offers a wide selection of community education courses such as Kids’ College and Teen Program, fitness, home decorative arts, business skills and fine/applied arts. NOCE offers adults (18+) the opportunity to earn a high school diploma as well as nearly a dozen career education certificates. Tuition-free noncredit career certificates include the areas of administrative professional, early childhood education, electrical technology, funeral service assistant, management, medical assistant, pharmacy technician, and quality assurance for medical devices.

NOCE serves more than 15,000 students annually, ranging from preschoolers to seniors, at three Center locations in Anaheim, Cypress, and Wilshire (Fullerton) as well as over 100+ community-based locations in partnership with K12 schools, churches, community centers, senior centers, skilled nursing facilities and rehabilitation centers. NOCE is proudly accredited by the Accrediting Commission for Schools, Western Association of Schools and Colleges. NOCE is a stand-alone institution, serving as the noncredit arm of the North Orange County Community College District, which also includes credit-based Cypress College and Fullerton College. NOCE’s Counseling and Student Services ( CSS ) department provides comprehensive counseling and student services aimed at supporting students from onboarding to completion. The department has Counseling Offices at the Anaheim Campus, Wilshire Center, and Cypress Center in addition to serving students in off-site locations and online. The department provides support with orientation, counseling and development of student educational plans, student engagement programming (including Student Leadership, Rising Scholars Program, Grads to Be program, and Pride Space), mental health programming, basic needs support, scholarships and aid, food pantry, student technology support services including laptop and Wi-Fi hotspots loan and transition support.

This position is responsible for performing a variety of complex technical duties in a specialized area of Student Services such as registration, record maintenance, EOPS , adult education, disabled student services, student placement, and counseling services.

Plans and coordinates program activities; participates as directed in the formulation, development and implementation of appropriate policies and procedures for the assigned specialized student service; communicates with instructors, administrators, other District staff and outside agencies to coordinate and implement programs, resolve conflicts and exchange information.

Conducts informational workshops regarding programs and services; participates in outreach activities to promote educational opportunities and services available; works with social services agencies to promote awareness of assigned student service.

Oversees and coordinates the processing of a variety of documents related to the assigned specialized student service; assists students with application process for programs, services, and university transfers; assures the availability of specialized equipment or services for special needs students.

Provides technical information and expertise to students, instructors and others in an assigned area of Student Services; serves as peer counsel to students; works with students, instructors, administrators and staff to understand students’ academic needs and progress.

Maintains various records and files related to assigned area; inputs and downloads data from computer database; gathers, compiles and analyzes pertinent data and statistics; prepares and maintains a variety of narrative and statistical records and reports related to program activities and effectiveness.

Prepares and maintains program ledgers and reconciles budgets; monitors and records program administration, personnel, supply and equipment expenditures; prepares deposits and arranges for transport to bank.

Trains and provides work direction and guidance to others as directed.

Maintains current knowledge of legal requirements, procedures and policies used in providing student services.

Learns and applies emerging technologies as necessary to perform duties in an efficient, organized, and timely manner.

Participate in District/College efforts to increase the diversity of faculty and staff and to address student achievement gaps; active assistance in the creation of a welcoming and inclusive work and educational environment; attend and participate in diversity, equity and inclusion trainings and events.

Performs related duties as assigned.

SPECIAL REQUIREMENTS

This position requires a valid driver’s license. Incumbent may be required to travel off site for business reasons. All employees driving personal, leased, or district-owned vehicles for District related activities must certify possession of a valid Driver’s License. Employees must certify that personal vehicles are covered by automobile insurance as required by California law. MINIMUM QUALIFICATIONS

Two (2) years of college-level course work.


Minimum two (2) years increasingly responsible training or experience in student services.

College coursework in sociology, psychology, computers, computer technology, business or related field

Experience working in a community college, noncredit, or adult education setting or in community based organizations.


Experience coordinating a program or support service including creating marketing and resource materials, developing and presenting workshops, and collaborating with other departments to increase awareness of services.


Administrative experience including developing processes and procedures to enhance a program, developing and maintaining spreadsheets, and monitoring and reporting on usage.


Effective oral and written communication skills.


Initiative-taking, resourceful and supportive.


Experience in collaborating with community agencies and ability to establish partnerships to enhance student basic needs programming.

The ability to address the needs of diverse student and/or employee populations.

Working Conditions

WORKING CONDITIONS

College or District office environment; may require standing for long periods while assisting students. May be subject to sitting for long periods at a time (up to 2-3 hours). Repetitive use of upper extremities including hand coordination activities.
