Job summary

The City of Glenwood Springs is seeking Operators at Levels I through IV to perform street construction, maintenance, and equipment operation. The role requires reading plans, following MUTCD guidelines, and collaborating with project managers.

Training is provided; resilience to outdoor conditions is essential. Levels I–IV cover a progression from basic to advanced operator duties, including welding, fabrication, and Vue Works software familiarity.

Qualifications

• High School Diploma or equivalent and valid Colorado license required.
• CDL preferred; flagger and safety certifications strongly encouraged.
• OSHA 30 training completed within onboarding period.
• Training in Vue Works and LTAP programs is provided by the City.

Responsibilities

• Operate a range of light and heavy construction equipment safely.
• Read plans, follow City of Glenwood Springs engineering codes and MUTCD guidelines.
• Assist in concrete forming, road maintenance, and snow removal as required.
• Maintain tools, perform preventive maintenance, and keep sites clean.

Essential Functions:

All Levels:

• Performs roadconstruction,maintenance and asphalt repairs.
• Performs ditch maintenance, clean-ups and assists with special events.
• Forms, pours and finishes concrete.
• Repair and reinforce existing concrete surfaces.
• Excavates roadways, sidewalks and other earthwork.
• Operates and completes daily maintenance of a variety of equipment including skid steers, mini hoe, loaders, backhoes, compaction equipment and street sweeper.
• Performs civil and general construction work.
• Read and understand plans, consult with project managers and engineers to ensure adequate understanding of plans.
• Prepare layout area where construction will take place by properly measuring, marking and recording distances.
• Directs traffic near or around work sites.
• Cleans jobsite at the end of each day, ensuring area is safe and all trash and materials are policed.
• Operate a variety of specialized tools such as tampers, rollers, jackhammer, chain saws, paint equipment,andotherhandtools,aswellasavarietyofspecializedmedium and heavy equipment in the construction and repair of streets and alleys.
• Abilitytofollowallsafetypoliciesanddepartmentstandardoperatingprocedures.
• Keep all city vehicles and equipment clean.
• Participates in the streets department snow removal efforts in accordance with the Streets Snow and Ice Manual.
• Establish and maintain effective working relationships with coworkers and all City employees, contractors and the public.
• Participates in a rotating, 24/7 on call or standby schedule.
• Must have the ability to follow written and verbal instructions.
• Provide assistance to other departments when requested.

Level I:

• Ability to demonstrate basic level of requisite job responsibilities of a Level I Operator.
• This position will be trained in the operation of light and heavy equipment.
• Assists in concrete forming, mucking, and finishing.
• Assists in project layout.
• Hauls material and supplies to jobsites.
• Operates basic and specialized hand and power tools.
• Cleans-up work sites and helps to maintain clean and properly functioning tools.

Level II:

• Ability to demonstrate a skilled level of requisite job responsibilities of a Level II Operator as well as those of a Level I Operator.
• Concrete forming, mucking, finishing, building foundations, approach pads, sidewalks, and other concrete structures.
• Construct and install storm water structures.
• Framing and skilled carpentry including drywall work and finish carpentry.
• Ability to read and understand building and City of Glenwood Springs (COGS) engineering codes.
• Special project work – example; garage door, man door installations, maintain the same and demolition work.
• Operate a variety of specialized tools and equipment related to construction projects
• Ability to read construction plans and grade stakes.
• Ability use a grade level (builders’ scope)

Level III:

• Ability to demonstrate an advanced level of requisite job responsibilities of a Level III Operator as well as those of a Level I and II Operator.
• Fabricates and completes routine welding maintenance of City equipment and structures.
• Provide welding and fabrication services for other City Departments.

Level IV

• Ability to demonstrate an excellent level of requisite job responsibilities of Operator Levels I through III
• Must be proficient in Vue Works Software
• Must have completed SSDP

• Ability to operate and troubleshoot equipment and tools. Examples include plow and sanding trucks, hydraulic and gasoline-powered tools, all electric hand tools, light and heavy equipment, compressors, weed eater, chain saw, painting equipment, etc.
• Ability to adapt to changing circumstances and modify behaviors and attitudes to fit the situation to obtain desired outcomes.
• Ability to organize tasks and to prioritize work for self.
• Demonstrate knowledge of City and Department procedures, policies, and guidelines.
• Ability to perform effectively as a crew member and to promote a positive environment.
• Possesses excellent verbal, listening, and interpersonal communication skills.
• Must complete City Americans with Disabilities Act training modules 1 and 2 within first (30) days of employment.

Level II:

• Ability to demonstrate the advanced job knowledge of a Level II Operator as well as that of a lever I Operator.
• Ability to work in and have experience with a construction environment.
• Must have a minimum of three (3) years experience in the operation of medium to heavy equipment with the City of Glenwood Springs and possess a Road Scholar I certificate.
• Must have a working knowledge of operational procedures of construction equipment, equipment preventative maintenance procedures, and operation of related types of medium to heavy equipment.

Level III:

• Ability to demonstrate excellent job knowledge of a Level III Operator as well as those of Level I & II Operators.
• This level performs fabrication, maintenance welding, structural welding, and design build projects as well as possessing extensive knowledge and experience with competencies in all levels.

Level IV:

• Ability to demonstrate excellent job knowledge of a Level IV Operator as well as those of Levels I, II & III.
• Must be able to understand and follow written and oral instructions, can prepare and present oral and written material regarding work activities, and maintain routine records.
• Must be able to obtain certificates for LTAP Road Safety Champion and Traffic Control Supervisor.

Residency Requirements:

Must live within 50 miles of the intersection of Grand Avenue and 8th Street. Total travel time cannot exceed 60 minutes at posted driving speeds. All employees may drive a Public Works vehicle to their home when on call or stand by call for use during that call time

Education, Training & Certifications:

Previous experience will be reviewed and taken into consideration.

All Levels:

• HighSchool Diplomaor equivalent.
• Must possess a Colorado driver’s license (CDL) and satisfactory motor vehicle record.
• Flagger certification.
• OSHA 30.
• Colorado Intergovernmental Risk Sharing Agency (CIRSA) Confined Space.
• Class B CDL
• Understanding of the MUTCD.
• Related tradesman license.
• Related trade certificates.

Operators who achieve competency on all leveled requirements and obtain LTAP or other certifications are eligible for a 2.5% raise.

Training to be completed through the City of Glenwood Springs:

Level I:

• Flagger certification (within six months of date of employment)

Level II:

Level III:

• APWA Winter Operator certificate.
• Two years’ experience in traffic control.

Level IV:

• LTAP Road Safety Champion.
• LTAP Supervisory Skills Development Program certificate.
• Vue Works Training.
• Musthaveaminimumofthree(3)years’experienceintheoperationofmedium/heavy equipment with the City of Glenwood Springs.
• Ability to obtain certification as a Traffic Control Supervisor from American Traffic Safety Services Association (ATSSA) within one year of employment.
