Job summary

The City of Jerome seeks a Street Lead Operator to supervise daily street maintenance operations and guide a crew in safe, efficient work on our transportation infrastructure. You will mentor staff, coordinate traffic control, and help plan projects while ensuring quality and compliance.

Responsibilities include supervising crews, training, and maintaining records; responding to emergencies; and performing heavy equipment operations as needed. A CDL and safety certifications are preferred.

Qualifications

  • High school diploma or GED required.
  • 5 years’ experience in performing various Public Works operational tasks.
  • 3 years’ progressive experience with crews in maintenance and repair duties including light/heavy equipment.
  • 1 year of supervisory experience; or equivalent combination of education and experience.

General Statement of Duties

The Street Lead Operator serves as the front-line supervisor for the Streets Department by leading daily field operations and working alongside assigned employees to safely and efficiently maintain the City’s transportation infrastructure. This position provides supervision, training, performance management, and coordination of assigned crews while promoting accountability, teamwork, and quality workmanship. The Street Lead Operator assists the Street Supervisor in planning and delivering reliable public works services and responds to emergencies and after-hours callouts as required.

Supervision Received

Works under the immediate supervision of the Street Supervisor.

Supervision Exercised

Provides direct supervision, work direction, training, mentoring, and performance evaluation of assigned Public Works employees. Assists with employee selection, development, coaching, and disciplinary processes as appropriate while promoting a culture of safety, accountability, and teamwork.

  • Assists the Street Supervisor with work planning, project coordination, equipment needs, and employee development.
  • Performs and oversees street maintenance activities including asphalt repair, crack sealing, signage, striping, drainage maintenance, snow and ice control, and right-of-way maintenance.
  • Performs and oversees the safe operation of heavy equipment, vehicles, and specialized tools.
  • Monitors the condition of equipment and coordinates routine maintenance and repairs.
  • Maintains accurate work records, reports, and documentation.
  • Responds to emergencies, weather events, after-hours callouts, and other public works incidents as assigned.
  • Performs other related duties as assigned.

  • Knowledge of the City’s streets, utilities, and public infrastructure.
  • Ability to read and interpret plans, specifications, maps, and grade stakes.
  • Knowledge of equipment operation, grading, excavation, asphalt, concrete, and traffic control practices.
  • Knowledge of workplace safety practices.
  • Working knowledge of applicable City, State, and Federal laws, regulations, and policies.
  • Ability to prepare reports, maintain records, and utilize computers and mobile technology.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with employees, contractors, other departments, and the public.
  • Ability to perform basic mathematical calculations and material estimates.
  • Ability to perform the physical demands of the position in a safe and effective manner.
Acceptable Education and Experience
  • High school diploma or GED equivalent;
  • Five (5) years’ experience in performing various Public Works related operational tasks;
  • Three (3) years’ progressive experience working with crews performing a wide variety of maintenance and repair duties, light and heavy equipment, and hand power tools; and
  • One (1) years of supervisory experience; or
  • Equivalent combination of education and experience to successfully perform the job duties.
Special Qualifications
  • Valid Idaho Class B CDL without Class E restriction and with Air Brakes Endorsement or ability to obtain within one year of hire;
  • State of Idaho Flagger Certified or ability to obtain certification within one year and
  • Road Master’s preferred or the ability to obtain within two years of hire.
Essential Physical Abilities
  • The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. In the course of lifting, the employee may frequently be required to bend or squat.
  • The employee will be expected to perform work from an elevated position including climbing and working from ladders.
  • The Employee will be expected to work in confined spaces and must be able to wear appropriate equipment including belts and harnesses. The employee also must possess sufficient physical and mental ability to withstand a confined environment.
  • Employee may frequently be exposed to untreated wastewater (containing human waste). Employee must not have physical or mental barriers to performing these tasks; also employees will be requested to receive Hepatitis combination vaccinations for their protection.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
  • While performing the duties of this job, the employee must prove adequate dexterity to: manipulate, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand. The employee is occasionally required to walk; talk or hear; sit; climb or balance; stoop, kneel, crouch, or crawl, and smell.
  • While performing the duties of this job, the employee works in outside weather conditions. The employee works near moving mechanical parts and is frequently exposed to wet and/or humid conditions. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, risk of electrical shock, and vibration. The employee may be exposed to toxic or caustic chemicals.
