Job summary

The City of Hendersonville, NC is seeking a Streets Maintenance Worker I to perform unskilled and semi-skilled manual labor in the Streets Division of the Public Works Department. This role involves routine upkeep of streets, sidewalks, and stormwater systems, with supervision and performance assessments by safety and quality standards.

Qualifications

  • High school diploma or GED required or equivalent.
  • Two years of experience in general maintenance of streets/sidewalks or equivalent.
  • Requires CDL Class B or higher and flagger/work zone certifications within one year.

Responsibilities

  • Assist with demolition and replacement of concrete and asphalt.
  • Shovel, dig, compact, and roll asphalt for street repairs.
  • Construct forms and pour concrete for sidewalks and curbs.
  • Set up traffic control and safety measures at job sites.
  • Perform related duties as assigned and work outside normal hours when needed.

Job description

Responsible forperforminga variety of unskilled and semi-skilled manual labor tasks and other duties as required within the Streets Division of the Public Works Department.An employee in this class performs routine manual labor in the construction, maintenance, repair and upkeep of streets, sidewalks, stormwater systems,curbs,and gutters. Work is performed under the general supervision of the Street Department Supervisor and is evaluated by visual inspection of work, periodic meetings, compliance with safety procedures, and overall quantity and quality of work performed.

ESSENTIAL JOB FUNCTIONS
  • Assists with thedemolition and replacement of concrete and asphalt, as needed, throughout the city.
  • Shovels, digs, cuts,compactsand rolls asphalt in the repair and maintenance of city streets.
  • Constructsformsand pours concrete to build and repair sidewalks and curbs.
  • Helps transport equipment to job site;setup ensuring traffic control and safety.
  • Cleans job site by blowing off excess asphalt, shoveling excess concrete, etc.
  • Removesfallentrees fromstreetsand bridges.
  • Putout barricades for activities and flooding.
  • Performother work as may be assigned in other City divisions and departments.
  • Works outside normal work hours in an emergency or on-call basis.
  • Assists with removal of snow and ice from city streets, sidewalks, parking lots, etc.
  • Performs otherrelatedjob duties as assigned.
QUALIFICATIONS
STREETS MAINTENANCE WORKER I – Paygrade 10 – $42,260.45 - $48,921.75
Education and Experience:

High school diplomaorGED equivalency;someexperiencein general maintenance ofstreets,sidewalks,stormwater systemsis preferredor an equivalent combination of education and experience.

SpecialQualifications:Requirements exist at the time of hire and as a condition of continued employment
  • Possession of a validDriver’s License
  • NCDOT Flager and Work ZoneCertification(within oneyearof hire date)
Education and Experience:

High school diplomaorGED equivalency;and two (2) years of experiencein general maintenanceof Streets, Sidewalks, Stormwater systems or an equivalent combination of education and experience

SpecialQualifications:Requirements exist at the time of hire and as a condition of continued employment:
  • Possession of a validClassBCDL
  • NCDOT flagger and work zoneCertifications(within one year of hire)

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledgeand skills to use thetools,materials and equipment used in the maintenance ofroadways, sidewalks, &stormwater systems.
  • Knowledge of a variety of maintenance, manual methodsand tasks involved in the installation, maintenance, repair, &replacement ofasphalt, concrete, &stormwater infrastructure.
  • Knowledge of the safe use,operation,and preventive maintenance of commonautomotive and mechanical equipment.
  • General knowledge of the city roadways.
  • Ability to complete simplereportson paper and computer.
  • Knowledge of hazards and applicable safety precautions associated with assignedareaof work.
  • Skills in the use of equipment to which assigned.
  • Ability to operate light and medium equipment.
  • Ability to perform manual labor for extended periods.
  • Ability to follow instructions; ability to establish and maintain effectiveworking relationshipsbetweensupervisors andcoworkers and the public.
PHYSICAL DEMANDS

Work in this classification is defined as heavy work requiring physicalexertionin excess ofup to 100 pounds of force occasionally, and/or in excess 50 pounds of force frequently, and/or in excess 20 pounds of force to move objects.Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping,handlingand repetitive motions. Work requires dexterity in the hands for typing and operation of standard office equipment and visual acuity is necessary to read handwritten and typewritten materials and to operate a computer terminal. Vocal communication is required to express or exchange ideas. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception,preparing,and analyzing written or computer data, visual inspection of products, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.Employeesmust have the stamina to work for extendedperiods,some of whichare inemergency situations.

WORKENVIRONMENT

Work is primarily performedin outside environmental conditions including extreme heat and cold with snow and ice.Employees aresubject to noise which may cause the employee to shouttobe heard above the ambient noise level.Employees aresubject to vibration, such as exposure to oscillating movements of the extremities or whole body andarealso subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, etc.Employees aresubject to atmospheric conditions due to exposure to fumes, odors, dust,andoils. May work in close quarters, crawl spaces, shafts, manholes, small areas of water lines, and other areas which could cause claustrophobia.
