Job summary

HopeSource is seeking a Street Outreach Specialist to engage unsheltered individuals and connect them with services across Ellensburg, Moses Lake, Wenatchee, and surrounding communities in Washington.

You will conduct outreach, provide warm handoffs to navigators and partners, maintain a visible presence in key locations, adapt to weather events, and report observations to leadership while upholding confidentiality and professional standards; flexible hours are required.

Qualifications

• Experience engaging with unsheltered individuals.
• Ability to work flexible hours including early mornings, evenings, weekends.
• Ability to maintain confidentiality.
• Must pass background check.
• Reliable and punctual.

Responsibilities

• Engage with unsheltered individuals and families to locate and connect them with services.
• Provide warm handoffs to navigators or external providers.
• Maintain a regular, visible presence in outreach locations.
• Participate in weather response protocols with emergency management.
• Share observations on trends with leadership and partner agencies.
• Maintain and update the outreach master list and notes after each field visit.
• Complete and share weekly outreach planning each Monday.
• Submit contact forms after field outreach and communicate with WPC.
• Attend Drug and Behavioral Health Court monthly.
• Represent HopeSource in A-Team meetings.
• Present a professional image and maintain confidentiality.
• Build professional relationships with co-workers, management, and community partners.
• Work independently and manage multiple priorities.

Responsibilities

• Client Engagement
• Conduct street outreach and community visits to locate and engage unsheltered individuals and families who are not yet connected to services.
• Provide warm handoffs to internal Navigators or external service providers to ensure no drop-off in support.
• Maintain a regular, visible presence in identified locations where unsheltered individuals and families reside.
• Participate in cold weather or extreme heat response protocols in coordination with emergency management.
• Share observations of emerging trends (new encampments, safety issues, community shifts) with leadership and partner agencies.
• Be available for flexible scheduling (early mornings, evenings, weekends) as needs often arise outside of business hours. Be available for calls at any time from law enforcement to go immediately to the site and meet them when they are dealing with a homeless situation.

• Update the Master List form after each field visit with changes, information, and detailed file notes for future reference
• Prepare and share the Projected Outreach planning form every Monday
• Submit the HopeSource Contact Form at the end of each field outreach day and share with WPC.
• Attend Drug and Behavioral Health Court at least once a month, communicating and summarizing the meeting with WPC staff when participants are HopeSource clients.
• Attend the A-Team and actively participate as a member representing HopeSource, sharing information that is relevant to HopeSource within a week of the meeting.
