Job summary

Albuquerque Community Safety Department seeks an Outreach and Resource Coordinator to perform street-based outreach and connect unsheltered individuals to housing, shelter and health services. You will work with health, housing, social services and first responders to coordinate a continuum of care while improving safety and linkage to resources.

The role requires a bachelor’s degree in a social or health-related field and at least four years in community outreach, with preference for experience

Job description

The Albuquerque Community Safety Street Outreach and Resource Coordinator will perform street-based outreach to engage and build rapport with unsheltered individuals and families experiencing homelessness. Provide support to people living in unsheltered locations, such as in cars, parks, abandoned building and encampments. Provide outreach and engagement services to identify appropriate interventions and linkages to permanent housing, shelter, health, mental health, safety and other supportive services. Work closely with different providers such as health and behavioral healthcare providers, child welfare agencies, homeless education liaisons, workforce systems, faith-based organizations, first responders, hospitals, and other community-based providers.

ESSENTIAL FUNCTIONS:

Essential functions may include, but are not limited to the functions listed below

1. Provide support to ACS Behavioral Health Responders, Health, Housing and Homelessness (HHH) outreach team, and other departments in the coordination of outreach to individuals experiencing homelessness in encampments; may provide notices to vacate.
2. Coordinate with City staff and service providers to help connect the community with a continuum of care.
3. Assist in transitioning clients into services, programs, resources, shelters and make appropriate referrals, considering client preferences.
4. Initiate and/or participate in the development of safety plans or crisis management plans to assist individuals in maintaining personal safety and the safety of those around them.
5. Review and analyze City of Albuquerque's encampment applications and other reports of encampments from a variety of sources such as 311, Mayor's office, Albuquerque Police Department, City Council, other City Departments and citizens.
6. Assist the HHH Public Outreach Program Manager with tracking all inter-program referrals and activities throughout the year. Tracking will be reported in the monthly reports to the ACS Director and Deputy Directors.
7. Provide support to develop an efficient daily and weekly encampment response schedule.
8. Identify and notify the HHH Public Outreach Program Manager of areas with an influx of encampments; assist with developing a proactive response to these areas.
9. Respond to assigned encampments potentially including large number of occupants, environmental hazards such as human waste, syringes, and fire risk; and in areas such as tunnels, drainages, freeways, and isolated spaces
10. Operate city vehicles and radio equipment when responding to on-scene situations.
11. Recommend and assist in the implementation of department goals and objectives; establish schedules and methods for providing services; implement and comply with policies and procedures.
12. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.

SUPPLEMENTAL FUNCTIONS:

1. Attend and participate in professional group meetings and trainings.
2. Perform related duties and responsibilities as assigned.

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university in social or health related field; and

Four (4) years of experience in community outreach or social work.

Experience working with homeless programs preferred.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire.

Successful completion of a security background check conducted by the Criminal Justice Information Services (CJIS) of the Federal Bureau of Investigations (FBI)

Must have the ability to work flexible hours, including nights, weekends and holidays as required.

Environmental:

Field environment; travel from site to site; exposure to heat, cold, and environmental hazards.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for standing, walking, kneeling, crouching, and climbing for extended periods of time. Must be able to operate while wearing PPE, gloves, mask, and protective outer clothing.
