Job Purpose

Under general direction performs highly skilled electrical/electronic work in the repair, replacement, installation, overhaul and preventive maintenance of town traffic controls and electrical equipment, lighting fixtures, generators, panels and switches under the jurisdiction of the Department of Public Works.

Work involves reasonable risks and/or discomforts, not adversely affecting the health and safety of an employee, which requires special safety precautions and extensive muscular exercise. Work environment includes working with electricity, electrical/electronic components and equipment. Must be mobile and able to push, pull, and lift objects of more than 50 pounds and stand for prolonged periods. Must be able to perform difficult manipulative skills such as electrical wiring or calibrating equipment and skills which require arm-hand steadiness such as running power tools, climbing a ladder and working at heights of 40 feet from the ground in an aerial bucket truck. Work environment includes working with electricity, electrical/electronic components and equipment. Some work is performed around high voltage lines with aerial lift truck and working on roadways with traffic. Work involves considerable exposure to dirt, noise, fumes, and other disagreeable conditions. Work may include extended work periods in excess of eight hours and being called to respond to the essential obligations of town service. Work outdoors for prolonged periods, exposed to varying weather conditions and/or temperature extremes. Personal protection equipment is required in the performance of most job functions.

Essential Job Functions

• Maintains and repairs traffic control devices such as signals, walk lights and flashing signs under the jurisdiction of the Department of Public Works. Carries a radio and responds to routine and emergency calls.
• Operates the signal truck and related equipment necessary to maintain town signal and electrical systems under the jurisdiction of the Department of Public Works.
• Maintains and repairs minor electrical and/or mechanical equipment under the jurisdiction of the Department of Public Works, Traffic Safety Control Division.
• Maintains Town-owned street, grounds and exterior facility lighting fixtures, not subject to restriction by the power company, by changing bulbs and photosensors in the lamps or other ancillary work.
• Monitors the installation and modification of the traffic signal system including testing, installation, repair and maintenance of traffic and pedestrian signals including controllers and related equipment on a scheduled and emergency basis.
• Reviews technical prints and schematics involving the design or modification of traffic controls and street lighting projects. Inspects construction sites to verify compliance with project specifications. Acts as liaison with state and construction contractors/vendors and Town of West Hartford staff to coordinate and integrate with system regulations and protocols.
• Operates "stand by" electric generators for emergency use by the Department of Public Works.
• Inventories traffic control devices, street lighting and related equipment.
• Plows, shovels, or otherwise removes snow, dirt, or other material or debris from streets, sidewalks, and adjacent areas. Participates in snow and ice control operations.
• Performs work in a safe manner and observes all safety procedures. Follows State and Federal OSHA and Industry standard safety procedures and regulations including Northeast Utilities. Wears personal protection equipment as required by town, state and federal regulations.
• Plans and organizes work procedures using repair manuals, charts, and established procedures.
• Uses and maintains vehicles, tools, equipment and materials properly and responsibly. Cleans and maintains an orderly work area and vehicle and cleans and maintains equipment.
• Completes job/work records, forms, or reports regarding task accomplishment to supervisor, using current technology. Maintains reports as assigned.
• Performs essential job functions in the work environment as described above.

Additional Job Responsibilities

• May serve as lead worker in the absence of the Signal Systems Technician in tasks related to traffic control device maintenance and electrical systems.
• May install conduit, wire or circuitry for other Department of Public Works divisions.
• Services and makes minor repairs to equipment. Maintains all electrical/electronic equipment under the jurisdiction of the Traffic Safety Control Division.
• Installs signs at higher elevations using specialty tools and equipment.
• Operates the signal truck in the support of other town-sponsored projects as requested.
• Supports in installing and maintaining special equipment in new or existing police vehicles.
• Responds to customer inquiries within the scope of authority and ability to do so.
• Performs related duties as assigned.

Knowledge, Skills and Abilities

• Considerable knowledge of materials, methods and techniques used in the maintenance of traffic signals, street lighting, and electrical equipment.
• Mechanical ability to maintain traffic signals, street lighting, and electrical equipment, including the knowledge of the hazards and safety precautions involved in such work.
• Knowledge of electronics and electricity, as related to electronic traffic light signals, limited to 120 volts.
• Skill and ability to perform operations in an aerial bucket at heights of up to 40 feet.
• Skill in electrical testing equipment, traffic signal testing equipment, installing, repairing and maintaining all types of traffic controls.
• Ability to design and construct special equipment and parts when necessary.
• Ability to read blueprints and schematics for traffic controls.
• Ability to work in extreme weather conditions.
• Ability to work around congested traffic conditions.
• Ability to understand and carry out instructions furnished in oral and written form.
• Ability to express oneself clearly and concisely, orally and in writing.
• Ability to establish and maintain effective working relationships with supervisors, peers, vendors, other state and municipal personnel and the general public.
• Ability to manage and prioritize work assignments and/or projects.
• Ability to utilize independent judgment.

Minimum Qualifications

High school graduate or equivalent in the electrical trades with either State of CT E-2 license; or, five (5) years electrical experience performing skilled tasks in accordance with national and local electrical codes while working under the supervision of a State of CT E-1 license; or, five (5) years professional work experience in a state or municipal traffic signal department performing electrical work in accordance with national and local electrical codes. Must possess a driving record in compliance with the Town of West Hartford Driving Policy. Ability to obtain Level I Traffic Signal certification through the International Municipal Signal Association or equivalent training related to the repair and maintenance of traffic control devices. Must hold a valid Commercial Drivers' License (CDL) with Air Brake or ability to obtain same within the probationary period.

Special Circumstance

This position shall be required to participate in the federal Department of Transportation Drug & Alcohol Testing program and subject to all provisions of the drug and alcohol testing program.

Method of Selection

Applicants must obtain a passing score of 70% on the Oral Board Examination to be placed on the Eligible List for this position.
