Job summary

RTI Consulting, LLC is seeking a budget/financial management professional with DoD and IC program experience to support budget execution, program builds, and senior leadership briefings in a high-need government environment.

The role requires deep knowledge of PPBE, funds control, and IPBS/CBJB/IPBR processes, plus strong data analysis using Excel, Tableau, Python, and R. A TS/SCI with Poly clearance is required for this Springfield, VA role.

Qualifications

• Bachelor's degree or higher in business-related field or equivalent work experience.
• Specialized experience with DoD or other government agency budgetary or finance processes.
• Experience with DoD or other Government Agency budget execution processes including funds control, fund transfers, travel orders, and credit card purchases.
• Understanding of all phases of the PPBE process including IPBS/CBJB and IPBR/CJB processes.
• Experience with DoD and IC programs and budgets.

Responsibilities

• Support internal CUSTOMER budget execution and program build activities, analysis, events, and documentation packages.
• Gather, maintain, review, and analyze program and budget data and requirements.
• Develop and promulgate program responsibilities with internal guidance packages.
• Support development and publication of IPBS/CBJB, IPBR/CJB, and President's Budget exhibits and related materials.
• Define, gather, input, and manage financial requirements with program managers.
• Prepare senior leadership and program office budget briefing materials and responses to inquiries.
• Prepare briefing materials for ODNI, OSD, and OMB as they relate to leadership and program office.
• Create PowerPoint/white paper briefings on financial management matters.
• Support all aspects of budget execution and analysis.
• Support mid-year and end-of-year execution reviews.
• Proficient use of spreadsheet, database, and Microsoft PowerPoint software.
• Perform financial data analysis, trend identification, reporting, data-merging, and data sources using Python, R, Tableau, etc.
• Justify/defend programs and budgets.
• Resolve resource management issues.
• Analyze and interpret complex budget and execution data.
