Job summary

The Charlotte Area Transit System (CATS) is seeking a Budget & Finance Manager to lead the development, oversight, and maintenance of operating and capital budgets. You will provide financial analysis, ensure accuracy of reporting, and supervise a team of budget analysts in a fast-paced public service environment.

Based in Charlotte, NC, this role supports compliance with federal, state, and local regulations and collaborates across departments to deliver reliable transit funding and performance

Qualifications

• Bachelor's degree in finance, accounting, or related field required.
• 5+ years of budgeting/financial analysis experience preferred.
• Experience with government accounting and grant budgeting advantageous.

Responsibilities

• Develop, oversee, and maintain operating and capital budgets.
• Prepare financial analyses, reports, and forecasts for leadership.
• Supervise Budget & Finance Analysts and ensure accuracy of reports.
• Coordinate grant-funded budgets and compliance with requirements.
• Prepare CIP updates and multi-year financial plans.
