Job summary

HRB is seeking a Senior Subcontracts & Procurement Manager in Fairfax, VA to support advanced R&D and government-facing programs. You will manage the full lifecycle of subcontracting, ensure regulatory compliance, and lead CPSR readiness initiatives across engineering, finance, and program teams.

Qualifications

• Bachelor's degree or equivalent experience in a related field.
• 12+ years of subcontracting and procurement experience with U.S. Government contracts.
• Expertise with FAR, DFARS, CPSR requirements and related regs.
• Hands-on Deltek Costpoint procurement experience.
• Experience developing procurement policies and compliance docs.
• Strong cost/price analysis, source selection, and audits.

Responsibilities

• Manage full lifecycle of subcontracting and procurement activities (solicitation, competition, negotiations, award, administration).
• Support cost-reimbursable, T&M, and fixed-price contracts.
• Lead procurement governance and ensure FAR/DFARS compliance.
• Draft, review, negotiate subcontracts, PO's, NDAs, teaming agreements, and modifications.
• Support CPSR preparation, audits, and corrective actions.
• Develop and maintain procurement policies, templates, and process docs.
• Conduct compliance reviews and cost/price analyses.
• Collaborate with engineering, finance, legal, a-d teams on procurement strategies.
• Lead process improvements to increase efficiency and reduce risk.
• Monitor regulatory changes and advise stakeholders on best practices.
