Job summary

Aspire General Insurance seeks a State Expansion Project Manager to lead strategic planning, governance, and execution of expanding into new states. You will partner with executives and cross-functional teams to launch markets, own the program roadmap, and manage risks and budgets.

The role requires coordinating with Compliance, Legal, IT, Claims, Finance, Marketing, and Vendors to ensure readiness and a successful go-live, with a focus on repeatable expansion frameworks for long-term growth.

Qualifications

• 5+ years of project management experience leading large, cross-functional initiatives.
• Property & Casualty insurance experience required; state expansion or regulatory implementation experience preferred.
• Demonstrated experience presenting to and influencing executive leadership.
• Strong governance, portfolio management, and traditional PM methodologies.
• Excellent analytical, organizational, negotiation, and problem-solving skills.
• Exceptional written and verbal communication skills.
• Ability to manage multiple complex initiatives in a fast-paced environment.

Responsibilities

• Lead end-to-end planning, governance, execution, and delivery of strategic state expansion initiatives.
• Develop and maintain integrated project plans, roadmaps, milestones, dependencies, budgets, and resource plans.
• Define expansion strategy, priorities, launch readiness, and success metrics with executives.
• Lead cross-functional teams to ensure business areas complete deliverables on schedule.
• Facilitate executive steering and project status meetings for decision making.
• Identify and mitigate project risks, issues, dependencies, and resource constraints.
• Coordinate regulatory filing activities with Compliance and Legal for timely approvals.
• Oversee vendors and consultants to ensure contractual deliverables and timelines.
• Collaborate with Product, Underwriting, Claims, IT, Finance, Operations, Marketing, and Customer Service to prep launches.
• Manage project budgets, vendor SOWs, implementation schedules, and financial tracking.
• Prepare executive dashboards, presentations, and status reports.
• Support testing, readiness, training, go-live planning, and stabilization.
• Establish standardized governance, templates, and best practices for expansion.
