Job summary

Northrop Grumman is seeking a Procurement Specialist to support the SDS Division within DS CIDO. The role leads end-to-end procurement, including strategy, solicitations, awards, and renewals in a FAR/DFARS environment, partnering with program and engineering teams to ensure compliant, timely acquisitions of software, IT services, and hardware.

You will track software renewals, manage PoPs, and develop metrics for senior leadership while mentoring others on best practices in software purchasing

Qualifications

• Bachelor's in Supply Chain/Business/Engineering or related field with 8+ years purchasing/subcontracts/contracts experience; or Master's with 6+ years; or PhD with 4+ years.
• U.S. Government DoD security clearance (Secret/Top Secret, etc.) required or ability to obtain.
• Experience with FAR/DFARS and public law/flow down requirements.
• Experience using MRP/ERP systems such as SAP, Costpoint, or Oracle.
• Strong analytical skills with experience interpreting pricing, spend, supplier performance, and software lifecycle data.

Responsibilities

• Lead complex procurement and subcontracting actions in a FAR/DFARS environment, including strategy, solicitations, evaluations, and negotiations.
• Oversee BOM and Material Procurement lifecycle from quote to PO; support Sentinel and program schedules.
• Analyze spend, lead times, and supplier performance to identify risks and opportunities for cost reduction.
• Own lifecycle tracking for software purchases and renewals; ensure reporting to DS CIDO leadership.
• Track software Periods of Performance (PoPs); coordinate renewals and quotes with requestors and PMs.
• Develop and present recurring procurement metrics for senior stakeholders.
• Mentor team on software/IT purchasing best practices and reporting.
• Maintain data management for DS CIDO quotes, BOMs, licenses, PoPs, and procurement files.
• Ensure procurement actions comply with FAR/DFARS, CPSR standards, and internal procedures.
• Coordinate with stakeholders to clarify requirements and provide proactive updates.
• Prepare procurement documentation and audit trails in approved tools.
• Support audits, data calls, and management reviews with timely procurement data.
• Lead process improvements to streamline workflows and compliance.
