World Vision International in Angola seeks a Local Fixed Term Employee to lead resource mobilisation, donor engagement, and proposal development. You will plan opportunities, build partnerships, and oversee budgeting and reporting to secure funding for programmes.

Responsibilities include pipeline management, consortium bids, and collaboration with Ops, technical staff, and finance, while ensuring safeguarding and anti-corruption compliance. Travel up to 20% and office-based in Luanda.

Qualificações

• Degree and/or professional qualification in International Development Studies or related field.
• Fluency in both Portuguese and English.
• Proven fundraising and proposal development experience.
• Experience leading and coordinating complex funding proposals with multiple teams.

Responsabilidades

• Regular donor landscaping, analysis and donor prioritisation with engagement plans.
• Lead planning for new opportunities and donor intelligence gathering.
• Develop resource mobilisation plans aligned with national strategy and donor landscape.
• Lead proposal development for medium/large opportunities and oversee submissions.
• Ensure budgeting quality and cost recovery through coordination with finance.
• Oversee external engagement and partnerships to grow funding opportunities.
• Maintain multi-year funding pipeline and provide forecasts to leadership.
• Ensure compliance with safeguarding and anti-corruption requirements.
