Job summary

Washington State Department of Transportation (WSDOT) is seeking an experienced real estate professional to lead and support the statewide lease program within the Capital Facilities Office. You will evaluate lease performance, develop strategies, and supervise one employee to deliver cost‑effective space solutions across Washington State.

Qualifications

• Experience applying contract development practices, terminology, regulations, policies, procedures, and cost factors to develop and manage compliant lease agreements.
• Ability to interpret and apply RCWs, WACs, federal regulations, and agency policies to develop legally compliant lease agreements and resolve complex property management issues.
• Proficiency with business software and information systems to manage contracts, analyze data, and prepare professional correspondence and reports.

Responsibilities

• Develop and renew lease contracts for administrative office space, crew housing warehouses, parking, resource sharing, and other space/site use applications.
• Serve as the primary statewide contact for Capital Facilities payable and receivable lease contract information and monitor, track, and anticipate upcoming payable and receivable lease actions.
• Coordinate document reviews and consult with the Attorney General’s Office, Department of Enterprise Services, WSDOT Real Estate Services, and other agencies and staff as appropriate.
• Review lease documents for consistency, accuracy, and methodology and respond to contract inquiries.
• Ensure leased properties are inspected and property conditions are properly documented.
• Lead lease management process changes across multiple organizations within WSDOT.
• Ensure contract information is up to date in enterprise database applications.
• Engage the Attorney General’s Office regarding process or contract template clarification and requested deviations.
• Provide professional advice on applicable laws, regulations, policies, and legislative matters and recommend policy and procedure improvements.
• Ensure cost escalation notifications are distributed to tenants in accordance with contractual requirements.
• Participate in legislative bill analysis, studies, funding requests, and budget development.
• Develop leasing strategies and standards in support of WSDOT space management activities.
• Develop and provide training on leasing, document management, closeout, recording, reconciliation, and property management applications.
