Job summary

The State of Iowa's Executive Branch is seeking a Portfolio Manager (Executive Officer 3) within the Motor Vehicle Division’s Systems & Project Management Team. This role emphasizes data-driven portfolio management, budgeting, and ROI analysis to support divisional projects.

Responsibilities include communicating with executives, guiding project management best practices, and ensuring compliance with state and federal requirements. Based in Ankeny, IA.

Qualifications

• Bachelor’s degree in any field and five years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
• A total of nine years of education and/or full-time experience, where thirty semester hours equals one year of experience.
• Three years of full-time professional-level work experience in related areas; plus educational diversification counts as part of the combined requirement.
• Current, continuous experience in the state executive branch including twelve months as an Executive Officer 2 or two years as an Executive Officer 1 or comparable management-level position.

Responsibilities

• Research, compile, analyze, and evaluate data for forecasts and projections.
• Calculate the budget and ROI potential for divisional projects using established criteria.
• Apply principles and trends to portfolio management in public administration.
• Prioritize competing program interests and justify plans to executives.
• Communicate effectively, orally and in writing, across all levels and present reports concisely.
• Understand and guide project management implementation strategies and best practices.
