The Iowa Department of Transportation, Motor Vehicle Division – Systems & Project Management Team, is seeking a Portfolio Manager (Executive Officer 3) to lead data analysis, budgeting, and portfolio decisions in Ankeny, IA.

Qualifications

• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
• A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
• All of the following (a, b, and c): detailed combinations of experience and education in program administration, management, and related areas.
• Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years as Executive Officer 1 or comparable management-level position.

Responsibilities

• Research, compile, analyze, and evaluate extensive amounts of data on which to base forecasts and projections.
• Calculate the budget and return on investment potential for divisional projects using established criteria.
• Apply principles, theories, techniques and trends applicable to public administration in portfolio management.
• Assign priority among competing program interests and justify program plans and decisions to internal and external executives.
• Communicate effectively, orally and in writing, with all levels of the organization, including making presentations and writing reports.
• Understand, implement and provide guidance to others on project management implementation strategies and best practices.
• Interact professionally with department representatives, IT departmental employees and managers, legislators, local government representatives, the public, and other office staff.
• Understand state and federal statutory requirements and how they affect the division's program requirements.
