Job summary

The Iowa Department of Transportation’s Motor Vehicle Division seeks a strategic Communications and Change Officer to lead organizational change and drive consistent, transparent communication across internal and external audiences. The role involves shaping messaging for legislative and modernization initiatives, and coordinating across stakeholders, customers, and staff.

Travel is occasional, with responsibilities spanning strategic communication, website/digital strategy, and publications

Qualifications

• Graduation from an accredited four-year college or university with a degree in any field.
• Two years of graduate-level education and full-time experience may qualify as one year of experience.
• Graduation from the Iowa Certified Public Manager Program is equivalent to one year of experience or education.

Responsibilities

• Lead change management efforts using ADKAR/Prosci frameworks.
• Develop and implement change tools, templates, and training; assess readiness.
• Craft internal/external communications; manage stakeholder engagement for major initiatives.
• Oversee web content, digital strategy, and external publications; coordinate with External Communications.

Education

Bachelor’s degree (any field)

Iowa Certified Public Manager Program (equivalent to 1 year of experience/education)
