Job summary

HDR is seeking a Proposal Manager for the Northern California Area Water Business Group to lead pursuit teams, craft winning strategies, and manage end-to-end proposal development for drinking water, wastewater, and water resources projects.

You will coordinate with the NorCal WBG Marketing Services Manager to deliver top-quality proposals and interviews, partner with business development, and help shape growth strategies across California.

Qualifications

• A minimum of 5 years relevant industry experience.
• Self-starter with a history of completing projects with limited oversight.
• Experience in sales and developing effective win strategies.
• Excellent written and verbal communication skills.
• Proficient in Microsoft Office applications (Outlook, Word, Excel and PowerPoint).
• Proficient in Adobe Creative Cloud applications, including InDesign.

Responsibilities

• Lead pursuit teams to create and implement effective win strategies (capture planning).
• Coordinate planning, development, and production of proposals and submittals per RFx requirements.
• Attend meetings with pursuit team; document and distribute action items; set proposal schedules.
• Lead proposal kick-off meetings and coordinate narrative, graphics, fees, and materials.
• Communicate with participants to track tasks against the schedule and deadlines.
• Monitor proposal progress; ensure timely follow-up and deadlines are met.
• Support client plans development including long-term strategies to capture market share.
• Outline, write, format, and edit proposal content for a united voice.
• Lead end-to-end proposal development including layout and print production.
• Maintain proposal content library and govern information lifecycle.
• Facilitate debriefs and identify improvement opportunities.
• Assist team with interview materials, slide decks, and rehearsals.
