Job summary

Eurasia Foundation seeks a Senior Program Officer to lead STRIVE program implementation, managing both the national small grants competition and the Higher Education Partnerships Initiative. The role requires coordinating with EF staff, ECA, and U.S.

missions, ensuring compliance, and delivering updated reports. The position emphasizes strong writing, facilitation, and project management skills, with a focus on capacity-building for U.S.

Qualifications

• Bachelor’s degree required; master’s degree preferred.
• At least five years of relevant professional experience managing U.S. Government-funded programs.
• Experience with subaward or small grants management, including RFP development, review, compliance tracking, and reporting.
• Familiarity with U.S. higher education systems, study abroad, partnerships, or workforce-aligned programs preferred.
• Experience supporting institutions with varying administrative capacity (community colleges, MSIs, regional and private institutions).
• Knowledge of DOS/ECA programs, 2 CFR 200, or MODE performance monitoring is strongly preferred.
• Strong writing, facilitation, organizational, and communication skills.
• Ability to manage multiple workflows, deadlines, stakeholders, and deliverables in a cooperative agreement environment.
• Excellent judgment and ability to work across program, finance, operations, and MEL teams.

Responsibilities

• Lead day-to-day implementation of STRIVE and coordinate with EF staff.
• Manage annual workplan, calendar, deliverables, and reporting deadlines.
• Oversee grant-making and liaise with recipients.
• Coordinate with ECA on design, outreach, subaward selection, and monitoring.
• Prepare internal and external program updates and required reports.
• Lead planning for seminars, resource products, and toolkit.
• Coordinate recruitment for U.S. participants and nominations for foreign participants.
• Support data collection and MEL activities for performance indicators.
