Job summary

Integral Federal is seeking a Program Manager to provide comprehensive oversight for all contractor and subcontractor personnel supporting the PM BIO task order under PM TS, PAE, and CBRN portfolios. You will interface with Government leads, develop a PM Plan, and ensure schedule, budget, and quality controls meet PWS requirements.

This role requires 15 years of program management experience, active security clearance, DoD contracting exposure, and ability to coordinate CONUS/OCONUS operations,

Qualifications

• 15 years of professional experience in program/project management.
• Experience in schedule, quality, budget, risk, configuration, and requirements management.
• Strong written and verbal communication skills.
• Knowledge of FAR/DFARS and Army procurement processes, including OCONUS operations, logistics, and international support.
• Secret security clearance.
• Experience within DoW or interagency biometrics collections communities (preferred).

Responsibilities

• Program Oversight: Serve as the primary interface with the Government Lead, informing on program activities, risks, and performance metrics.
• Strategic Planning: Develop and execute a PM Plan outlining scope, schedule, budget, and quality control to meet PWS requirements.
• Resource Management: Direct and control contractor activities; staff with qualified individuals meeting PWS requirements.
• Financial & Risk Management: Own the program's financial performance; identify and mitigate risks; provide corrective actions.
• Support capture, proposal, and business development activities related to follow-on opportunities.
• Handle administrative functions and liaisons with government for priorities and training in new technologies.
• Recruit, train, and manage personnel across CONUS and OCONUS locations.
• Manage budgets, invoicing, financial reporting, and cost control; mitigate risks across technical, schedule, cost, and ops.
• Implement and enforce robust security measures for personnel, data, and equipment.
