Job summary

Johns Hopkins University Applied Physics Laboratory (APL) is seeking a Procurement Representative (Buyer) to solicit proposals, conduct market research, negotiate pricing and terms, and award and administer commercial purchase orders for goods and services supporting APL programs.

The role requires collaboration with suppliers, program offices, and procurement leadership to ensure timely, compliant procurements.

Qualifications

  • Bachelor’s degree or equivalent in business, supply chain, finance, or related field.
  • 5+ years procurement or contracting experience including sourcing strategy, negotiation, and supplier management.
  • Knowledge of procurement principles, sourcing, negotiation, and PO/contract administration.
  • Strong organizational and communication skills for fast-paced environments.
  • Ability to work independently and with teams; strong judgment and attention to detail.
  • Must be able to obtain a Secret security clearance; U.S. citizenship required.

Responsibilities

  • Review incoming purchase requirements and solicit quotes.
  • Perform price analysis and negotiate pricing and standard terms.
  • Conduct market research to identify potential suppliers.
  • Determine procurement approaches including solicitation method and agreement structure.
  • Prepare procurement documentation and maintain files in SharePoint and Oracle per FAR.
  • Communicate with suppliers and internal stakeholders to resolve issues and ensure timely performance.
