Job summary

The Johns Hopkins University Applied Physics Laboratory (APL) seeks a Senior Subcontracts Manager to oversee all contractual matters, including negotiations, SOW reviews, and subcontract lifecycle management at our Laurel, MD location. You will work with program teams and external partners to ensure compliant, timely subcontract execution and performance.

Ideal candidates bring 6+ years in subcontracts/prime contracting with FAR experience and the ability to secure a Secret level clearance.

Qualifications

• Bachelor's degree in a business-related field or equivalent.
• 6+ years of professional level experience in Subcontracts or Prime Contracts applying FAR.
• Ability to obtain a Secret level security clearance with U.S. citizenship.

Responsibilities

• Partner closely with technical teams, PMOs, and subcontractor teams.
• Exercise independent judgment to select methods for obtaining solutions and ensure effective communication.
• Manage full subcontract lifecycle: pre-solicitation planning, SOW review, proposals evaluation, negotiations, awards, performance, and closeout.
• Conduct price/cost analyses and document narratives.
• Negotiate terms with subcontractors and ensure proper flow-downs and provisions.
• Maintain electronic subcontract files and ensure CPSR and procurement policy compliance.
