Job summary

Johns Hopkins Applied Physics Laboratory in Laurel, Maryland is seeking a Senior Subcontracts Manager to manage all contractual matters including negotiations, awards, and closeout, guiding technical staff through the procurement life cycle.

You will partner with program management offices, other functional departments, and subcontractor teams, conduct price/cost analyses, negotiate flow-downs, and ensure CPSR and APL procurement standards are followed, while communicating clearly with internal

Qualifications

  • Possess a Bachelor's Degree in Business Administration or related field; or equivalent years of professional contracts or subcontracts work experience.
  • 5+ years of professional-level procurement, subcontracts, or prime contracts applying the FAR and contractor-side government contracting.
  • Have experience with and proficiency in analyzing, negotiating, awarding and administering standard types of contracts.
  • Are willing and able to work at the Laurel, Maryland location during the core business hours 8:30am-5:00pm Monday through Friday.
  • Are able to ultimately obtain a Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

Responsibilities

  • Partner closely with our technical teams, their Program Management Offices, other functional departments, and Subcontractor teams.
  • Exercise independent judgment within generally defined practices and policies in selecting methods for obtaining solutions, focusing on communication and relationship management.
  • Manage a portfolio of work that includes the full procurement life cycle of subcontractor services by guiding technical staff through the acquisition process, including pre-solicitation planning, review and critique of SOWs, evaluation of contractor proposals, negotiations, awarding contracts, contractor performance, and contract closeout.
  • Conduct price and/or cost analyses of subcontractor proposals including writing associated narrative documentation.
  • Conduct negotiations with subcontractors and ensure appropriate flow downs and provisions are incorporated into subcontracts.
  • Maintain electronic subcontract files and ensure compliance with CPSR and APL Procurement Manual.
  • Use effective communication and work as part of a team with daily interaction with both internal and external partners.
