Qualifications

• Experience leading complex procurement projects with strong regulatory understanding.
• Public procurement experience required; familiarity with ERP/eProcurement systems preferred.
• Master’s degree and certifications (CPPO/CPPB/PMP) are a plus.

Responsibilities

• Develop and implement procurement strategies that align with objectives and regulatory requirements.
• Lead procurement execution from solicitation through contract award, ensuring compliance and efficiency.
• Manage procurement timelines, risk assessments, and KPIs.
• Oversee bid openings, evaluations, negotiations, and supplier performance.
• Identify opportunities for process optimization and policy enhancements.
• Collaborate with internal teams and external vendors to facilitate procurement workflows.
• Ensure adherence to procurement policies and best practices.
• Provide guidance and training to junior staff.
• Support adoption of new procurement tools and technologies.
• Perform related duties as assigned.
