Job summary

City of Dallas is seeking an experienced Purchasing Manager to lead the procurement division. You will manage staff, oversee bids, ensure compliance with laws, and develop procurement policies that improve efficiency.

The role requires a Bachelor's degree, 5 years purchasing and 2 years supervisory experience, and a Texas driver's license. You'll report to the Office of Procurement Services and work on high-profile city projects.

Qualifications

• Bachelor's degree required in business, public administration, finance, or a related field.
• Five years of purchasing experience and two years of supervisory/management experience.
• Texas Driver’s License is required.

Responsibilities

• Manages the operations, staff, and activities of the procurement and purchasing division; provides contract management and resolves vendor disputes.
• Manages receipt, review, and evaluation of bids, specifications, and award recommendations to ensure compliance and quality.
• Supervises staff, ensures contracts comply with federal, state, and city codes and regulations; oversees vendor contracts and purchasing agreements.
• Develops and approves schedules, priorities, and standards; assigns work and manages performance and training needs.
• Responds to procurement issues and prepares responses to the City Manager’s Office, City Council, City Attorney, and City Auditor’s Office; handles vendor protests.
• Oversees software utilized by the Office of Procurement Services; ensures seamless integration with processes and efficiency.
• Provides procurement direction and management in notices, problem reconciliation, and vendor mediations.
• Performs other duties as assigned.
