Job summary

City of Dallas is seeking a Purchasing Manager to lead the procurement division, oversee staff, and drive daily operations. You will review bids, specifications, and contracts, provide guidance to buyers, and ensure compliance with federal, state, and city rules while continuously improving processes.

The role requires a Bachelor's degree and several years in purchasing with supervisory experience, along with strong vendor relations, contract management, and policy development abilities.

Qualifications

• Bachelor's degree as specified.
• Five years of purchasing experience and two years of supervisory/management experience.
• Texas Driver's License.

Responsibilities

• Direct and monitor procurement/division operations and staff, manage contracts and vendor relations.
• Review bids, specifications, and award recommendations for City Council approval.
• Ensure compliance with federal, state, and city laws and codes; monitor vendor contracts.
• Develop schedules, priorities, and standards to achieve goals; guide training as needed.
• Respond to procurement issues, vendor protests, and executive inquiries; oversee vendor terminations.
• Oversee procurement software implementation and process improvements.
• Provide high-level support for difficult procurement situations and mediations.
• Perform other duties as assigned.
