Job summary

City of Dallas is seeking a Senior Procurement Specialist to review and process procurement of complex goods and services over $70,000. You will administer bids and proposals, maintain city contracts, negotiate contracts, and review bids and proposals for compliance and best value.

Under supervision of the Procurement Manager, you will lead staff, resolve vendor protests, and collaborate with City leadership to ensure efficient procurement operations and system enhancements.

Qualifications

• Knowledge of purchasing and procurement practices and regulations.
• Ability to perform mathematical computations with accuracy and efficiency.
• Considering the relative costs and benefits of actions to choose the best option.
• Identifying complex problems and evaluating options to implement solutions.

Responsibilities

• Review bids, specifications, and award recommendations to ensure compliance and quality purchases.
• Supervise staff and ensure contracts comply with laws and regulations.
• Research procurement issues and respond to inquiries from City offices; address protests and escalation.
• Assist with testing and implementation of procurement software and process improvement.
• Provide procurement support in notices, issue resolution, and vendor concerns.
• Perform other duties as needed.
