Job summary

Pierce County in Washington state is seeking a supervisory leader to guide a team of three Procurement and Contracting Specialists in end-to-end procurement and contracting for goods, services, and capital projects. You will drive compliant, cost-effective solutions and oversee policy, templates, and analytics to support decision-making.

This role emphasizes building expertise, training, and cross-department collaboration to advance procurement programs within the Finance & Enterprise Services

Qualifications

• Five years of progressively responsible work experience in procurements, contract, and/or monitoring management including at least one year in a supervisory capacity.

Responsibilities

• Manage, supervise, and coordinate activities of the unit; determine work procedures, schedule work, and establish performance expectations.
• Assign, review, and approve staff work; provide coaching, feedback, and corrective action when needed.
• Identify training needs and provide training to Procurement and Contracting staff and department staff.
• Manage the full procurement, contracting, and contract monitoring processes for goods, services, and public works.
• Oversee RFI, RFP, RFQ, and ITB processes, ensuring timely, transparent, and compliant solicitation and evaluation procedures.
• Conduct regular review of expiring contracts and provide recommendations to program managers on renewal, re-solicitation, or closure.
• Ensure contracts and amendments are complete, accurate, and compliant with policies, procedures, and regulations.
• Support and management of contracting and procurement systems, including data management, process standardization and documentation, and workflow management.
• Develop, maintain, and ensure consistent application of procurement and contracting policies, procedures, internal guidelines, forms, and templates.
• Research and apply Washington State law, federal grant requirements, County Charter and Code, and audit standards.
