Job summary

State of Nebraska is seeking a Procurement Officer to join the Veterans Affairs agency in Lincoln, in-office. You will manage requisitions, issue purchase orders, contact vendors, and assist with contract negotiations while ensuring compliance with state procurement policies and procedures.

You will supervise the Procurement Specialist and collaborate closely with Legal, Facility Supply, and Finance teams to evaluate bids and finalize purchasing decisions.

Qualifications

• Minimum of a Bachelor's degree and three years procurement-related experience, with substitutions allowed for education on a year-for-year basis.
• Knowledge of state purchasing regulations and procurement methods.
• Ability to prepare bids, specifications, and procurement documents.

Responsibilities

• Receive requisitions and prepare purchase orders; contact vendors for product information.
• Assist with contract negotiation, preparation, and bid awards.
• Review vendor quotations for conformance to specifications.
• Prepare requisitions and ensure completeness and appropriateness.
• Prepare bidding documents for services procurement.
• Oversee purchase process from order creation to payment packaging.
• Ensure compliance with state procurement policies and procedures.
• Collaborate with Legal, Facility Supply, and Finance teams.
