ITC Defense Corp. in Lexington Park, MD seeks a PMO Lead – Financial Operations to oversee the PMO’s financial planning, budgeting, forecasting, and business operations within a DoD contracts environment.

Qualifications

• Master's degree in a related field with 10+ years of experience in program finance, project controls, or management; OR Bachelor's degree with 14+ years of relevant experience.
• Minimum 5 years of experience supporting program financial management, forecasting, budgeting, and project controls in a DoD contracting environment.
• Minimum 5 years of PMO, program management, or project controls experience supporting government contracts.
• Experience developing and maintaining program budgets, EACs, labor forecasts, financial reporting, and variance analyses.

Responsibilities

• Develop, maintain, and manage program budgets, forecasts, and EACs across multiple contracts and task orders.
• Prepare monthly, quarterly, and ad hoc financial reports for program leadership and executive management.
• Analyze actual costs against budgets and forecasts, identifying trends, cost drivers, risks, and opportunities.
• Monitor contract funding, expenditures, labor utilization, and burn rates to ensure successful financial execution.
• Manage labor forecasting, staffing projections, and labor allocations to support program execution and hiring decisions.
• Perform variance analysis and provide recommendations regarding financial risks and corrective actions.
• Develop and maintain financial models, dashboards, and reporting tools utilizing Microsoft Excel and Power BI.
• Monitor program profitability and provide financial recommendations to support strategic decision‑making.
• Review and validate subcontractor and prime invoices to ensure compliance with contractual requirements and approved budgets.
• Monitor subcontract funding, expenditures, and financial performance.
• Support annual operating plans, long‑range forecasts, and budget development activities.
• Support pricing efforts, contract modifications, and proposal financial inputs.
• Ensure compliance with FAR, DFARS, DCAA requirements, and company financial policies and procedures.
