Job summary

JCTM, LLC in Arlington, VA seeks a Strategy & Performance Manager to lead strategic planning, governance, and analytics within the Integrated Operations Division. You will oversee KPIs, performance dashboards, and cross-functional project leadership, acting as the single point of contact for the Contracting Officer and COR.

The role requires a master’s degree and 7+ years in operations/planning, with strong PM and communication skills.

Qualifications

• Master’s degree in Public Administration, Strategy, Economics, Finance, or a related field.
• Experience in strategic planning, organizational performance management, and performance measurement.
• Minimum seven years of documented experience supporting Operations and Planning requirements of similar scope.
• Proven ability to develop KPIs, lead strategic initiatives, and present to senior leadership.
• Strong writing, PM, and stakeholder engagement skills.
• Proficiency with Microsoft Office, Power BI, SharePoint, and SQL.
• PMP certification and seven years of supervisory experience are desired.

Responsibilities

• Support strategy, governance, analytics, and information management activities.
• Lead and coordinate contractor work across SOW task areas.
• Support strategic planning, performance assessment, and governance initiatives.
• Develop and evaluate performance measures, KPIs, and dashboards for executives.
• Facilitate requirements, planning, scheduling, and progress reporting.
• Engage stakeholders, conduct data-driven analyses, and research policies.
• Communicate findings to senior leadership and support strategic initiatives.
• Lead cross-functional coordination and prepare briefing materials.
