URSA Mobile, Inc. is a Service-Disabled Veteran-Owned Small Business supporting the Department of War with cleared subject-matter experts. We are hiring a Strategic Operations Planner SME for a newly awarded Cleared SME Support contract in the National Capital Region.

Position summary

Provide expert planning support to classified operations, delivering strategic guidance, long-range planning products and course-of-action (COA) development aligned with U.S. Army, Joint and Interagency mission objectives. Requires demonstrated mastery of the Military Decision-Making Process (MDMP) and Joint Planning Process (JPP) and proven experience authoring classified strategic documents in secure, compartmented environments.

Key responsibilities

• Develop, review and refine classified strategic guidance, long-range planning documents, operational CONOPs and program-level planning products.
• Apply MDMP, JPP and Adaptive Planning and Execution (APEX) frameworks to mission planning and strategic analysis.
• Integrate Army, Joint, Interagency, Intergovernmental and Multinational (JIIM) equities and coordinate cross-functional stakeholder input.
• Conduct scenario-based planning, threat modeling, red-team analysis and COA development in support of Government strategic objectives and SAP mission functions.
• Develop and deliver executive-level briefings, written assessments and decision papers for senior Government leadership.
• Assist in developing and reviewing OPORDs, FRAGOs and other command-and-staff planning products.
• Synchronize operational planning with intelligence, logistics, communications and resource-management requirements.
• Prepare operational concepts, estimates and intelligence assessments coordinating across CCMDs, Army Commands and the Intelligence Community.
• Advise on and analyze emerging technologies to develop novel solutions for operational planning and mission development.

Minimum qualifications

• Bachelor's degree in Strategic Studies, National Security, Political Science, Military Science or a related field (advanced degree desirable).
• 10+ years of military or national-security strategic planning experience, including 5+ years in a classified or compartmented environment.
• Active TS/SCI clearance; SAP access required or attainable within 60 days.

Preferred qualifications

• Demonstrated MDMP, JPP and Joint or Combined planning at the operational or strategic level.
• Prior service or direct support with Army Special Programs, the Joint Staff, a Combatant Command or equivalent interagency planning organizations.
• U.S. Army Command and General Staff College (CGSC) or service-equivalent graduate, or Senior Service College graduate.

Details

Full-time W-2, on-site at Government-secured facilities in the NCR (Crystal City / Arlington, VA area). Salary $180,000. Benefits include medical, dental, vision, employer-paid life insurance, 401(k) with company match, PTO and paid sick leave.
