Qualifications

• Essential: First University Degree (Bachelor’s) in Business Administration or related field and 15 years of relevant experience at national and international levels, including leadership ORAdvanced degree (Master’s) and 10 years of relevant experience OR Doctorate and 6 years of relevant experience. Managerial experience required.
• Desirable: Experience or knowledge of the OAS mandate and priorities in the area of work.
• COMPUTER SKILLS: Ability to effectively work using Microsoft Office (Word, Excel, PowerPoint, Outlook) and software applicable to the area of work.

Responsibilities

• Advise the Secretary and senior leaders on operations policies and resource utilization.
• Plan strategic development of activities and programs at HQ and country level; define support needs and negotiate projects.
• Delegate responsibilities, ensure clear roles and reporting lines, manage time and resources, encourage initiative.
• Supervise mobilization of financial and technical resources from Member States and partners.
• Promote horizontal cooperation through project design and implementation among Member States and agencies.
• Collect and disseminate information on cooperation programs and projects; represent GS/OAS at meetings.
• Lead and manage departmental staff, provide performance feedback, and recruit suitable candidates.
• Suggest innovative policies and procedures based on best practices.
• Represent the OAS at regional and international meetings and groups.
• Engage in Performance Evaluation System, provide coaching, resolve conflicts, set objectives.
• Perform related duties including replacements and backstopping as needed.
