Job summary

The Town of Surfside in Florida seeks a seasoned Finance Director to lead the accounting and finance functions for a municipal government.

Responsibilities include managing payroll, accounts payable, utility billing, general ledger, and the preparation of the ACFR and annual operating budget with oversight by the Town Manager. CPA/CGFO/CPFO desirable; Tyler Incode experience preferred.

Qualifications

• Bachelor’s Degree in Accounting, Finance, Business Administration, or related field.
• Seven years of accounting or finance experience preferably within a municipal and/or county government.
• Knowledge of Tyler Incode Financial Management System – desirable.
• Comparable amount of training, education or experience can be substituted for the minimum qualifications.

Responsibilities

• Manages the Finance department accounting, accounts payable, utility billing, and payroll staff.
• Maintains General Ledger including review and posting of Journal Entries.
• Develops and maintains a comprehensive accounting and financial management system for the Town in accordance with GAAP and GASB.
• Monitors the Town's financial system and compliance across departments.
• Oversees preparation of all accounting workpapers and bank reconciliations.
• Reviews and implements GASB pronouncements.
• Plans, coordinates, and develops the Annual Comprehensive Financial Report (ACFR).
• Assists with the preparation of the annual operating budget with the Town Manager.
• Serves as back up for the review and approval of invoices.
• Gathers and maintains financial information for the Town Manager and department heads.
• Provides and implements allocation coding for revenues and expenditures.
• Back up payroll processing and pension administration support.
• Oversees audits of capital assets and related items.
• Assists with Third Party Administrator functions for pension.
• Prepares a Finance Manual and may perform other duties as assigned.
